ORGANIZATIONAL CONTEXT

The ongoing crisis in Ukraine is leading to profound humanitarian needs. It is estimated that more than 4 million people have fled Ukraine, with many more displaced in-country. WFP is currently undertaking an emergency operation to provide food assistance for people fleeing the conflict inside Ukraine and to displaced Ukrainians in neighboring refugee-hosting countries. Assistance will be provided through in-kind food distributions and cash-based transfers.

JOB PURPOSE

The Research, Assessment and Monitoring (RAM) Unit in the Ukraine CO is responsible for undertaking food security needs assessments and market analysis to inform WFP’s operation on household needs and advise on appropriate programme design, as well as for carrying out monitoring of WFP’s progamme activities in Ukraine. The RAM Unit is recruiting a Data Analyst to help support the analytical activities of the Unit.

KEY ACCOUNTABILITIES (not all-inclusive)

The Data Analyst (Research, Assessment and Monitoring) will support the analytical work of the RAM Unit and will report to the Head of RAM. This includes tasks falling under different thematic areas, as outlined below. Some specialization is to be expected, depending on the needs of the RAM Unit and the incumbent’s technical profile. The thematic areas and associated tasks include:

1. Household food security analysis

a. Develop data collection tools in accordance with corporate standards

b. Carry out cleaning and analysis of household survey data including computation of standard food security indicators and expenditure indicators

c. Present analytical findings and draft food security and vulnerability analysis reports

2. Market and economic analysis

a. Develop market survey materials in accordance with corporate standards

b. Analyse price data and inflation trends

c. Support analysis of the economic situation of Ukraine

3. Programme monitoring

a. Support the development and programming of tools for the monitoring of WFP’s programmes in Ukraine

b. Analyse monitoring data including household level outcome and process indicators

c. Provide assistance to coordination of data gathering and monitoring systems between WFP, cooperating partners and third-party monitor partners

4. Crosscutting RAM activities

a. Support the training of data collectors and field monitors

b. Support on survey concept note, methodology and analysis plan preparations

c. Contribute to evidence-based decision-making on programme design and implementation, notably through making assessment and monitoring findings accessible, developing innovative, user-friendly and informative products

d. Contribute to the visualization of survey findings through interactive dashboards

5. Any other assigned task as required

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in one or more of the following disciplines: Statistics, economics, development economics, public policy, social science, food security, or similar relevant discipline OR a first (bacherlors') degree in the same disciplines with additional years of experience.

Coursework/trainings in econometrics, evaluation methods, applied economics, development economics, household economics or other relevant topics is an advantage.

Experience: For holders of an advanced degree at least one year of post-graduate, progressively responsible professional-level experience in an analytical function OR two years for holders of a first (bachelors') degree.

Specific experience in one or several of the below topics is required:

• Data cleaning and management;

• Analysis of household survey data;

• Food security analysis;

• Market price and time-series analysis;

• Field data collection and enumerator training;

• Project monitoring and evaluation;

• Quantitative evaluation techniques

Languages: Fluency in English and Ukrainian.

KNOWLEDGE AND SKILLS REQUIREMENTS:

• Excellent analytical and conceptual skills;

• Excellent command of Excel and either one of STATA, SPSS or R;

• Basic visualisation skills (such as Tableau) and XML coding skills is an advantage;

• Strong econometric skills are highly desirable;

• Good writing skills with a demonstrated ability to draft clear, concise analysis briefs;

• Attention to detail;

• Problem-solving attitude and creativity;

• Ability to work both with minimal supervision and as part of a team;

• Ability to establish effective working relations with persons of different national and cultural backgrounds;

• Willingness to travel and participate in field missions.

TERMS AND CONDITIONS

  • TYPE OF CONTRACT: Service Contract level 8 (SC8) - Roster will be used to fill lower level positions.
  • DURATION: 06 months (with possibility of extension)
  • DUTY STATION (City, Country): Kyiv, Ukraine
  • Remuneration: A competitive compensation and benefits package is offered.
  • Only qualified Ukrainian Nationals will be eligible to apply for this role. Applications from non-Ukrainians will not be considered.
