The World Health Organization (WHO) is a specialized agency of the United Nations that is concerned with international public health. The goal of the WHO is to build a better, healthier future for people all over the world. Working through offices in more than 150 countries, WHO Secretariat staff work side by side with governments and other partners to ensure the highest attainable level of health for all people. The Headquarters are in Geneva, Switzerland. More than 7000 people from more than 150 countries work for the Organization in over 150 WHO country offices, 6 regional offices, at the Global Service Centre in Malaysia and at the headquarters. The regional divisions of WHO were created between 1949 and 1952, and are based on article 44 of WHO's constitution, which allowed the WHO to "establish a single regional organization to meet the special needs of each defined area". Many decisions are made at regional level, including important discussions over WHO's budget, and in deciding the members of the next assembly, which are designated by the regions. The WHO Regional Office for the Eastern Mediterranean that is located in Cairo, Egypt, aims to work with local governments, specialized agencies, partners and other stakeholders in the field of public health to develop health policies and strengthen national health systems.[3] It serves the WHO Eastern Mediterranean Region, which includes 21 member states in the Middle East, North Africa, the Horn of Africa and Central Asia, as well as the occupied Palestinian territory (West Bank and Gaza Strip). The office covers an area of nearly 583 million people. WHO helps countries prepare for emergencies and act when they strike. To this end, the WHO Health Emergencies Programme (WHE) was established in 2016. The work of the WHO Health Emergencies Programme is organized around five major areas: (1) Infectious hazard management, to ensure that strategies and capacities are established for priority high-threat infectious hazards; (2) Country health emergency preparedness and the International Health Regulations (2005), to ensure that country capacities are established for all-hazards emergency risk management; (3) Health emergency information and risk assessment, to provide timely and authoritative situation analysis, risk assessment and response monitoring for all major health threats and events; (4) Emergency operations, to ensure that populations affected by emergencies have access to an essential package of life-saving health services; and (5) Emergency core services, to ensure that the WHO Health Emergencies Programme is rapidly and sustainably financed and staffed. The current assignment is proposed by the Health emergency information and risk assessment Unit (HIM) of the WHE Programme.

Within the delegated authority and under the supervision of [SRM team lead] or his/her designated mandated representative(s), the UNV [Specialist- Data analyst] will:

  • Provide Technical Support for Data Management and Analytics to different Incident management systems (IMSTs) including oPt, Sudan complex emergencies, and Mpox event. • Maintain automated tools (R software) for data management, validation, and analysis of communicable disease surveillance data from Gaza. • Develop R scripts to automat information products; • Actively engage in pertinent meetings for IMSTs to ensure alignment and coordination of data management efforts.

  • Support developing of a toolkit for threshold setting in communicable disease surveillance: • Develop and test the R-scripts for threshold calculation. • Design and implement a shiny app dashboard. • Create documentation for the process.

  • Foster Capacity Building for Epidemiology and Data Analysis: • Contribute to the creation or review of training materials tailored to enhance epidemiology and data analysis capacities. • Facilitate interactive and engaging training sessions to impart technical knowledge and skills effectively. • Document all phases of the training process, including feedback and outcomes, to facilitate continuous improvement. • Translate essential resources like the R handbook for applied epidemiology and public health to ensure accessibility and inclusivity in capacity building efforts. • Any other related tasks as may be required or assigned by the supervisor.

  • Results/expected outputs:

• As an active [WHO] team member, efficient, timely, responsive, client-friendly and high-quality support rendered to [WHO] and its beneficiaries in the accomplishment of her/his functions, including: o Automated information products. o Toolkit for threshold setting is developed. o R training sessions is delivered. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
