WHO helps countries prepare for emergencies and act when they strike. To this end, the WHO Health Emergencies Programme (WHE) was established in 2016. The work of the WHO Health Emergencies Programme is organized around five major areas: (1) Infectious hazard management, to ensure that strategies and capacities are established for priority high-threat infectious hazards; (2) Country health emergency preparedness and the International Health Regulations (2005), to ensure that country capacities are established for all-hazards emergency risk management; (3) Health emergency information and risk assessment, to provide timely and authoritative situation analysis, risk assessment and response monitoring for all major health threats and events; (4) Emergency operations, to ensure that populations affected by emergencies have access to an essential package of life-saving health services; and (5) Emergency core services, to ensure that the WHO Health Emergencies Programme is rapidly and sustainably financed and staffed.

The current assignment is proposed by the Health emergency information and risk assessment Unit (HIM) of the WHE Programme. HIM provides authoritative information for public health decision making in emergencies, with responsibility for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners: event-based surveillance is a core activity, as it enables the WHE Programme to identify new events that may have adverse public health impacts; assessing the public health risks of new events is important for the initiation of preparedness and response measures; epidemiological surveillance and investigation, as well as monitoring of public health interventions, is critical for effective management of the health consequences of new and ongoing emergencies; being able to communicate technical information to partners within the emergencies and public health community is needed so that coordination of joint interventions and capacities can be optimized.

HIM works closely with the other units in the WHE Programme, WHO disease specific departments, WHO departments providing support to national health systems, WHO country offices, and partner organizations and non-governmental organizations that contribute to the collection of health information or to the response to public health events.

Within the delegated authority and under the supervision of [PHI Team Lead] or his/her designated mandated representative(s), the UNV [Specialist]:

• Develop and implement COVID-19 and other outbreaks data scraping mechanisms, through different tools and processes; • Acquire and extract COVID-19 and other outbreaks data from primary and secondary data sources through different mechanisms; • Update and maintain the outbreaks databases, outbreaks summary tables and automatic infographics; • Support the regular update of the outbreak’s dashboards; • Prepare the outbreaks infographics for the weekly presentations; • Analyse, and interpret trends of COVID-19 and other outbreaks and provide a summary for event management system updates; • Identity the confidential data, reports and products that can go public and the confidential ones; • Develop and maintain a database for priority and endemic diseases; • Conduct a regular priority diseases data analysis and alert the PHI team when alert thresholds are reached; • Support the regular analysis of signals data and report to EOC; • Any other related tasks as may be required or assigned by the supervisor.

  • Results/expected outputs: • Outbreaks databases, dashboards, and infographics updated weekly; • Outbreaks presentations delivered weekly to the incident management support team meeting, EOC, and other forums; • Information products publicly reported regularly; • Abnormal trends or priority diseases timely identified and verified; • Outbreaks regularly updated in the event information system.
