In response to this challenge, police agencies around the world have developed various strategies and practices to combat the illegal trade of cultural property, in line with the UNESCO 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. However, the lack of specialized police force and limited capacities of law enforcement agencies have been identified as a main challenge by the States Parties of 1970 Convention through past national reports. The States Parties have thus requested increased support from UNESCO in establishing and enhancing specialized police force for the fight against illicit trafficking of cultural property. This consultancy aims to identify and document good practices employed by police agencies in different regions to combat illicit trafficking of cultural property. The findings will contribute to strengthening international cooperation, enhancing institutional and operational capacity at the national level, improving law enforcement strategies, and enhancing the protection of cultural heritage.
