Overview

Provide operational and administrative support for CTCN-PALO.

You have:

  • An Advanced university degree (Master's degree or equivalent degree) in business or public administration, finance, accounting, law or related area is required.
  • A minimum of three years of relevant experience is required, ideally in project management or related business or administrative functions.
  • Previous experience with the United Nations is desirable.
  • Proven experience with planning, project management and organisational skills is required.
  • Good understanding and passion for addressing environmental issues such as climate change and air pollution is required.
  • Experience using financial systems/finance modules of enterprise resource planning (ERP) such as Oracle, SAP, Agresso, or PeopleSoft or similar software is highly desirable.
  • Strong skills in technology/software solutions, using Microsoft Office 365 tools (especially SharePoint) is an asset.
  • Advanced Excel skills, including basic coding, is an asset.
  • Fluency in English is required.
  • Knowledge of French is an asset, as it is a working language of the UN.

Duties and Responsibilities

The individual contractor will support support the day-to-day operations of the CTCN Partnership and Liaison Office (CTCN-PALO) in Incheon, South Korea. 1. Contract Administration support: • Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services (implementing partners, consultants and commercial vendors). • Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN. • Processes the payment of contractors' invoices and monitor payments. • Monitors service contracts and relevant POs on its balance and remaining period for preparing extensions as necessary and ensuring smooth business continuity. 2. Programme-related support: • Monitors status of projects and events as per endorsed Workplan and support planning, preparation and implementation. • Compiles, summarizes and enters data on project delivery, draft related status reports, identify shortfalls in delivery, budget overruns, etc., and bring to the attention of management. • Attends meetings when required and prepares minutes, monitors follow-up activities. • Reviews budget revision; ensures necessary approval and entry 3. Travel and Procurement support: • Assists in the organization of conferences and large meetings; assists in the provision of logistics for conferences and other event, liaising with security and registering participants. • Calculate daily subsistence allowance for travel of UN staff and consultants, meeting participants, taking into account whether meals will be provided, andwhich stopovers is designated official business or personal. Depending upon actual category of the traveler, prepare travel authorization, calculate all other costs, including excess baggage, terminal expenses, subsistence allowance and travel advance, • Ensure that entitlements are in conformity with UN Rules, Regulations and policies. Refer discrepancies back to Administrative and/ or Certifying Officers for clarification and possible correction. • Assist in making travel and procurement plans • Maintain records of all travel authorizations processed and mission reports 4. General Administration and Logistical support: • Drafts routine correspondence with key stakeholders, provide general administrative support to the team and the Head of the Secretariat • Carries out quality control function for outgoing documents; proofreads and edits texts for adherence for format, grammar, punctuation and style. • Manages, updates and further develops internal databases. • Ensures smooth and efficient information flow within the Secretariat; • Supports management of the meeting and travel schedule • Supports the administration of CTCN Secretariat human resource activities • Receives and screens phone calls and visitors as is necessary ensuring that inquiries are routed to the responsible staff member. 5. Perform other duties as may be assigned.

Qualifications/special skills

An Advanced university degree (Master's degree or equivalent degree) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of three years of relevant experience is required, ideally in project management or related business or administrative functions. Previous experience with the United Nations is desirable. Proven experience with planning, project management and organisational skills is required. Good understanding and passion for addressing environmental issues such as climate change and air pollution (including in a developing country context) is required. Experience using financial systems/finance modules of enterprise resource planning (ERP) such as Oracle, SAP, Agresso, or PeopleSoft or similar software is highly desirable. Strong skills in technology/software solutions, using Microsoft Office 365 tools (especially SharePoint) is an asset. Advanced Excel skills, including basic coding, is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
