What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

The Communication Officer supports the Communications and Policy Advisor in developing and executing strategies in the areas of communication for the Central Tracing Agency (CTA) in relation to the international armed conflict between the Russian Federation and Ukraine (in coordination with relevant Red Cross & Red Crescent National Societies (NS) and ICRC field delegations).

The officer supports in developing speaking lines, public communication, and other tools to foster timely and effective communication. Facilitates the International Red Cross and Red Crescent Movement Communication (MOV COM) and promotes the Restoring Family Links (RFL) services in context of the conflict alone. Contributes to the media relations file upon request.

Main duties and responsibilities

Movement Communication: Works with relevant colleagues at the headquarter and the field to facilitate Restoring Family Links communication information exchange, production support, and relevant public communication. The officer contributes to defining regional approaches to the Movement Communications, including the guidelines and tools. Supports the production of the audio-video, print, and other materials in the region.

Public communication: Supports the media relations in line with the institutional communication strategies and approaches by acting as a spokesperson upon request, develops the public communication lines in a coordinated manner. Contributes to developing production and content generation to be showcased on ICRC.org and institutional social media channels. Supports when needed with drafting key messages and content on topics of interest.

Operational Communication: Supports the call center of the CTA Bureau in the definition of the communication lines. Regularly updates the Q&A for call operators in close coordination with relevant colleagues. Collects stories and other content, as well as best practices.

Other Tasks:

  • Supports the CTA Bureau in new communications initiatives, upon request.
  • Supports with translation, if needed.

Education and Experience required

  • University degree or equivalent (preferably master's level) in a relevant field such as communications, marketing, or journalism
  • Minimum 3-4 years of experience in communication, either within the ICRC or in large scale organizations.
  • Minimum 3-4 years of experience in developing communication content (print and online), including work with external agencies.
  • Field experience with the ICRC or similar organizations is an asset
  • Fluent verbal and written communication in English is mandatory. Russian or Ukrainian language skills are an asset.
  • Very good understanding of the ICRC and the international humanitarian sector in general.
