Org. Setting and Reporting

This position is located in the Human Trafficking and Migrant Smuggling Section (HTMSS) of the Organized Crime and Illicit Trafficking Branch (OCB) of the Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will report to the Team Leader, Technical Cooperation Team of HTMSS as first reporting officer and receive overall guidance from the Chief of Section, HTMSS. Responsibilities

Within assigned authority, the Crime Prevention and Criminal Justice Officer will be responsible for the following specific tasks: • Lead and coordinate the delivery of HTMSS’ technical cooperation projects assisting Member States in Ukraine, Eastern Europe and Central Asia to implement the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, in close coordination with UNODC’s field offices and the Regional Section for Europe, West and Central Asia. • Plan, organize, coordinate and deliver a variety of specialized technical services for governments and practitioners in Ukraine, Eastern Europe and Central Asia, in the areas of trafficking in persons and the smuggling of migrants. • Design and deliver specialized technical cooperation activities in Ukraine and Eastern Europe to strengthen the capacity of practitioners in engaging international cooperation in criminal matters in cases of trafficking in persons and/or the smuggling of migrants (mutual legal assistance, extradition, joint investigation teams). • Provide substantive support to regional and inter-regional advisers and mentors deployed by HTMSS in Ukraine, Eastern Europe and Central Asia. • Coordinate the development of relevant funding proposals for donor consideration in Ukraine, Eastern Europe and Central Asia, in consultation with UNODC’s field offices and the Regional Section for Europe, West and Central Asia. • Act as a focal and quality assurance person for the reporting on progress of HTMSS technical cooperation projects in Ukraine, Eastern Europe and Central Asia, and liaise with UNODC fund-raisers, donors and potential partners regularly, in close coordination with UNODC’s field offices and the Regional Section for Europe, West and Central Asia. • Provide management, technical and substantive advice and support with regards to projects and activities to address the impact of the war in Ukraine on trafficking in persons and its linkages with sexual violence in conflict; prepare and/or oversee the preparation of necessary documentation including periodic donor reports. • Mentor, and as required, guide other professional and support staff members and participate in the recruitment of personnel. • Organize and prepare a variety of written outputs, such as background papers, reports, analysis, presentations, working papers; collect and compile relevant background data and information. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in law, criminology, international relations, political science or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible and directly relevant professional experience in crime prevention and criminal justice matters is required. Of the minimum seven (7) years, at least three (3) years of work experience focused on countering trafficking in persons and the smuggling of migrants is required. Work experience in the implementation of technical cooperation programmes in multiple countries in the area of trafficking in persons and the smuggling of migrants is required. Work experience in processing cases of international cooperation in criminal matters is required. Work experience in implementing technical cooperation projects to address sexual violence in conflict is desirable. Work experience with the United Nations system or a similar international organization is desirable. Work experience with counterparts in field locations is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
