Org. Setting and Reporting This position is located in the Programme Office in Iraq (POIRQ), Regional Office for the Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC) in Baghdad, Iraq. The incumbent will work under the overall guidance of the UNODC Representative of ROMENA and the direct supervision of the Senior Programme Coordinator heading the Programme Office in Iraq (POIRQ), as well as work in close cooperation with the STRIVE Juvenile Crime Prevention and Criminal Justice Officer, the STRIVE Juvenile Team and the Crime Prevention and Criminal Justice Officer heading the Global Programme to End Violence against Children in the Crime Prevention and Criminal Justice Section (CPCJS) at UNODC headquarters in Vienna.

Responsibilities Within assigned authority, the incumbent will be responsible for the following specific tasks:

  • Support, together with the STRIVE Juvenile Crime Prevention and Criminal Justice Officer and the Crime Prevention and Criminal Justice Officer heading the Global Programme to End Violence against Children, the implementation of the STRIVE Juvenile project in Iraq.
  • Coordinate and contribute to all STRIVE Juvenile related activities in Iraq and provide substantive input on relevant documents and tools, including guidance notes, mapping exercises, briefing notes, research papers, etc.
  • Coordinate with relevant stakeholders in Iraq to ensure that proper substantive expertise is provided in the implementation of STRIVE Juvenile, as applicable. Cooperate and coordinate with other field offices and other relevant entities on matters pertaining to children associated with terrorist and violent extremist groups and work closely with the Regional Office for the Middle East and North Africa (ROMENA), including by providing support to their justice portfolio to ensure synergies between the various projects and STRIVE Juvenile.
  • Provide substantive and operational assistance to the revision and/or elaboration of laws and policy instruments, in close partnership with the team, by fostering coordination with national counterparts, supporting organization of meetings and roundtables, providing input to reports and recommendations, researching and sharing background documentation.
  • Facilitate and provide training and other capacity-building assistance targeting national policy-makers and professionals, including through the development of related technical material, the organization of workshops and seminars. Liaise with national counterparts, and develop and maintain relationships with partners, beneficiaries and other stakeholders. Coordinate with other intergovernmental organizations, other UN agencies, as well as relevant non-governmental organizations and institutions which are active in the provision of training on related issues at the regional or country level.
  • Assist in the implementation of activities aimed to support resilience of children and their environment in Iraq, establish effective working relationship with civil society and community-based organizations.
  • Participate in and contribute to political and technical consultations with representatives from the partner country and other actors on measures for preventing and responding to violence against children by terrorist and violent extremist groups.
  • Assist in coordinating project implementation, e. g. by arranging assistance delivery and procurement in line with United Nations rules and regulations. Work on programme development with a view to ensuring the continuous expansion of the justice programme in Iraq with a focus on prevention of violence against children and justice for children. Monitor the implementation of activities as well as financial expenditure of the project.
  • Prepare technical presentations on the project at relevant events, as required. Participate in project communications activities by preparing content and inputs. Undertake outreach and dissemination activities, as required, and promote cooperation and continuous sharing of information inside the team and with relevant stakeholders.
  • Contribute to the monitoring and evaluation component of STRIVE Juvenile by, inter alia, collecting data and information, ensuring adequate follow-up to technical assistance, preparing periodic project progress reports, supporting the mid-term and final independent evaluations.
  • Supervise, in close coordination the STRIVE Project Manager, the work of the National Project Officer(s) and National Programme Assistant(s) in Iraq.
  • Perform other work-related duties as required.

    Education An advanced university degree (Master’s degree or equivalent) in law, political or social science, criminal justice, international relations, public or business administration, project management or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of professional experience in legal affairs, crime prevention, criminal justice, child protection, justice for children, counter-terrorism or related area is required.

    Work experience in criminal law, legal and related aspects of terrorism prevention and their international dimensions is desirable.

    Experience in project management, administration or related area is desirable.

    Work experience within the United Nations system or similar international organization is desirable.

    Work experience in delivering training activities in the area of criminal justice, crime prevention, justice for children and/or counter-terrorism is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

    Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
