You have:

  • Minimum first university degree in public health.
  • 5 to 6 years of relevant experience in similar tasks including mathematical modeling.

Purpose of the Consultancy The main objective of this consultancy is to provide a review of clinical epidemiology of COVID-19 in Iran and recommendations for improvement according to global guidelines and approaches. Background Like every affected country worldwide, Islamic Republic of Iran’s health system is being significantly challenged by the COVID-19 outbreak. Ministry of Health and Medical Education (MoHME) launched a national campaign to control COVID-19. Among others, it emphasizes early case detection, contact tracing, isolation, treatment, and community engagement. WHO Country Office (WCO) is working closely with the Islamic Republic of Iran in coordinating and providing critical international support to the country during this outbreak, Iran like most countries have had to close borders or restrict movements as part of upscaled public health systems to contain transmission rates in response to the pandemic, it included restricted social contact in communities and shut down public transportation systems at the provincial/district level as part of prevention and control strategies. The rules were vital for COVID-19 containment but seriously affected other public health systems and HIV care services. Furthermore, HIVcase finding decreased and HIV related deaths and new HIV infections is expected to increase with the duration of pandemic COVID-19 due to the delay of antiretroviral therapy (ART). To better understand how implementing the COVID-19 related restriction measures impacted HIV care systems, this consultancy is to compare predicted proportions of HIV care services along the HIV care continuum with actual numbers captured in Iran during 2018-2022, and programmatic challenges through surveillance and registry data complemented with qualitative data through interviews with key informants. Planned timelines (subject to confirmation) Start date: 1/08/2022 End date: 1/04/2023 (9 months) Work to be performed Output : Collect and compare predicted proportions of HIV care services along the HIV care continuum with actual numbers captured in Iran during 2018-2022, and programmatic challenges through surveillance and registry data complemented with qualitative data through interviews with key informants, with performing following tasks: Deliverable 1.1: identify different sources of HIV related data, collect, analyse, and provide recommendations for improving the systems. Deliverable 1.2: Conduct qualitative data collection on National HIV control programs and operations (through Interviews and checklists) Deliverable 1.3: Harmonize and synthesize data, and explore fitting and apply mathematical modelling Deliverable 1.4: Prepare a consolidated and comprehensive feedback on the quantitative and qualitative data and propose recommendations for improvement based on Global and Regional HIV strategies Deliverable 1.5: Perform any other task assigned by the supervisor Specific requirements - Qualifications required: Essential: Minimum first university degree for lower end of range in public health Desirable: Advanced University degree (MD, PahrmD, DVM) Postgraduate degree in Public Health (e.g. MPH or PhD) - Experience required: 5 to 6 years of relevant experience in similar tasks including mathematical modeling Desirable: Work experience with WHO or UNAIDS - Skills / Technical skills and knowledge: • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, within and outside the organization. • Excellent knowledge of technical advisory services in program related areas and the health systems. • Proven knowledge in project planning, design, monitoring and evaluation and management. • Excellent presentation and negotiation skills. • Excellent Analytical skills - Language requirements: Excellent knowledge of English and local language Place of assignment Official work place will be WHO-country office Iran-Tehran. Medical clearance The selected Consultant is expected to provide a medical certificate of fitness for work. Travel The incumbent may need to travel for work purposes under organizational rules and regulations.
