The position is based at the Office of the UN Resident Coordinator (RCO) in Niger. The selected candidate will work under the leadership of the Resident Coordinator and under the supervision of the Head of Office of the Resident Coordinator and supported by the UN agencies leading in Covid-19 management especially WHO. The selected candidate will be the COVID-19 Coordinator for the UN system in Niger and will be expected to provide overall coordination of the UN in country contingency plan by coordinating, proposing and implementing measures to ensure the safety of UN personnel and their dependents. The COVID-19 Coordinator also has the overall responsibility of overseeing the COVID-19 medical evacuation process (MEDEVAC). This urgent work will require intense and continuous coordination efforts within the United Nations and Government structures put in place to respond to COVID-19. The first case in Niger was reported on the 19th of March 2020 in the capital city Niamey. By April 12th, six regions were affected, but the hotspot remains Niamey with approximately 98% of cases recorded. Niger has experienced several violent protests against the implementation of barrier measures put in place by the government as part of the response to COVID-19. In such a critical time, the United Nations must strengthen its coordination efforts internally and with the government to ensure that, a number of measures are in place to ensure the safety of United Nations staff and dependents.

Under the leadership of the Resident Coordinator and the direct supervision of the RCO Team Leader and lead UN agency WHO, the UN Volunteer will support the UN system and provide a range of technical functions for the successful implementation of the UN response to COVID-19 by performing among others the following tasks:

• Provide advice and coordination on behalf of the UN in support of the UN contingency plan and efforts to ensure staff and dependents safety with regards to COVID-19; • Advise the Resident Coordinator and the RCO on the measures and actions necessary to ensure the duty of care of staff and dependents in relation to COVID-19. • Lead the internal UN contingency planning coordination structure, consisting of various working groups within the UN system; • Provide options and actions to the UN Crisis Management Team responsible for making decisions on contingency planning and protection measures for staff and dependents in Niger. • Brief the crisis management team at each meeting on the work of the working group un-der the UN coordination structure for COVID-19 and table issues for decision-making. • Follow up with the working groups and stakeholders to ensure swift and timely imple-mentation of decisions taken by the crisis management team. • Take overall responsibility for the COVID-19 medical evacuation process. • Ensure rapid and correct dissemination of information on the UN and national response plans and resourcing needs within the United Nations and to all development partners in Niger as required. • Systematically map and report on United Nations’ contributions to the outbreak re-sponse, with a view to strengthening their alignment with national initiatives within the framework of aid effectiveness principles. • Ensure coherency and facilitate the work of the national commissions and UN working groups with regard to the needs and impact of COVID-19, ensuring that appropriate guidance is provided to these bod • Draft position papers, briefings, provide presentations and contribute to strategy and pol-icy formulation as required.

The assignment will take place in the nation’s capital, Niamey, a family duty station. Niamey is a liveable city. The spontaneous reception and hospitality of the Nigeriens is among the characteristic features of this West African country. The living conditions in Niamey are good, as well as the access to health services. The yellow fever vaccine is compulsory and vaccination cards should be presented at the entrance. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies, but it is recommended to bring specific prescription drugs. There are few banks in Niamey, but they do not have USD or foreign currency accounts. The current security level is 3 (moderate) in Niamey. The selected UN Volunteer will be expected to follow and complete all UN/UNV mandatory trainings and briefings. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
