You have:

  • 4–5 years’ experience in HR with an international organization.
  • Professional diploma and/or vocational training in HR.
  • Good command (written and spoken) of English.
  • Excellent knowledge of Microsoft Excel is a must.
  • Excellent knowledge and solid experience with payroll processes and HR information systems.
  • Proficient in Development of policies, Employee Relations, Employment legislation (Labor law), HR management in humanitarian organizations.

We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

She/he provides HR services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations. The Country HR Officer reports to Country HR manager and is responsible for staff administration and delivery of HR services for the ICRC delegation in Port Sudan and 6 sites across Sudan. S/he leads the HR team in Port Sudan, is functional manager for Site HR Officers and holds specific country HR files on Compliance, HR administration, Analytics, Contract Management, Compensation & Benefits.

Accountabilities & functional responsibilities

  • Contributes to the design, revision, and implementation of local staff policies, procedures, and tools. Monitors the correct application of staff regulations and ensures legal adherence, acting as the primary representative with external interlocutors (Labor Office, social insurance, legal advisor).
  • Ensures smooth delivery of the entire employee lifecycle across all sites—from recruitment and onboarding through off-boarding and exit. Acts as the focal point for general HR management issues and supports field HR projects.
  • Acts as the Line Manager for the HR team in Port Sudan and the Functional Manager (Blue Line) for four Site HRSPs. This includes providing regular coaching, field support, and organizing informational meetings to ensure staff and managers understand HR policies and guidelines.
  • Directly responsible for the accurate and timely execution of the monthly payroll process, supervising the Payroll Officer, verifying all remuneration components, and managing salary advances, loans, and overtime. Participates actively in all Compensation & Benefits reviews (ASR, salary surveys, benefits surveys).
  • Manages contracts and templates (JDs), ensures data accuracy and integrity in the HRSpace system, and oversees the establishment and follow-up of all physical and digital personnel files according to ICRC standards.
  • Provides counseling and resolution support to staff on HR matters, manages conflicts and disciplinary processes in collaboration with the HR Manager, and ensures mandatory training delivery in coordination with the LND unit. The role requires strict maintenance of confidentiality for all sensitive HR issues and accurate supervision of HR statistics and reporting
