Core Pre-Deployment Training Materials Review and Update Consultant

Result of Service Updated Core Pre-Deployment Training Materials that provide the most up-to-date peacekeeping essential knowledge required by all peacekeeping personnel - military, police and civilians - to function effectively in UN peacekeeping operations. ITS and Member State national trainers possess the ability to independently conduct training of trainer's courses on the new updated CPTM.

Expected duration The position is expected to be from 1 August 2023 to 31 July 2024.

Duties and Responsibilities The core pre-deployment training materials (CPTM) contain essential knowledge required by all peacekeeping personnel - military, police and civilians - to function effectively in a UN peacekeeping operation. The CPTM is required for use both by Member States in the pre-deployment training of uniformed personnel and by DPO in the pre-deployment training of civilian personnel. The current version of the CPTM was published in 2017. Since then, some peacekeeping policies and doctrine on which the CPTM is based have been updated based on operational needs. ITS therefore will review and update the CPTM to include new and updated policies, standards and structures in close coordination with the focal point network containing subject matter experts from DPO, DOS, OHCHR, and DMSPC.

The temporary part-time job opening is for twelve months. The consultant assignment will be home-based/remote and at Entebbe, Uganda. The consultant will be working with the Training Policy and Standards Team of the Integrated Training Service, Division of Policy, Training and Evaluation, Department of Peace Operations. The consultant is under the overall supervision of the Team Leader of the Training Policy and Standards Team.

The consultant will be required to perform the following duties and responsibilities:

1. Provide thematic technical papers on existing CPTM lessons to facilitate CPTM working group review phase.

2. Steer advisory committees of subject matter experts on cross-cutting peacekeeping thematic subjects such as, protection and Women, Peace and Security.

3. Provide advice on training methodology, adult education frameworks in the development of the updated CPTM.

4. Design and develop 27 new updated lessons as part of the overall CPTM training framework.

5. Co-lead the facilitation of training of trainer's pilot testing and validation workshop in order to gather feedback on the new updated CPTM package and to equip ITS trainers and Member State national trainers with the ability to independently conduct training of trainer's courses on the new updated CPTM package.

6. Facilitate the final working group consultations in the finalization of the CPTM package for approval and training of trainer's rollout to Member State national trainers.

7. Draft high-level reporting to select Member States to inform on project status and propose project amendments as needed.

Qualifications/special skills An advanced university degree (Master's degree or equivalent) in education, political science, international relations, law, or other relevant area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Over 15 years of established expertise in curriculum design and development of instructional training to trainers; in providing functional leadership and expert advice in designing and developing UN peacekeeping training; designing and developing peacekeeping training for military, police, and civilians; publication and/or is part of an academic or military/police distinguished community on the subject matter is required.

Experience in facilitating focal point and subject matter expert groups on peacekeeping substantive and operational subjects is required. Excellent writing skills and experience drafting reports for large-scale multi-year projects are desirable. Knowledge of UN peacekeeping training methodology and design and development is desirable. Excellent project management and organizational skills are desirable.

Languages Fluency in English is required.
