Org. Setting and Reporting

This position is located in the Policy and Doctrine Team (PDT), Office of Military Affairs (OMA). The Programme Officer (Military Policy Officer) reports to the Senior Policy and Doctrine Officer. The role of the Programme Officer includes, among others, drafting, research, maintaining language standards and comprehensive editing in the development/review of UN military concepts, doctrine and guidance material to ensure effective delivery of mandated tasks evaluation and performance, and other activities in an assigned functional area.

Responsibilities

Within delegated authority the Programme Officer will be responsible for the following duties: • Performs consulting assignments, in collaboration OMA and other relevant UN partners , by planning facilitating PDT workshops related to military policy, through other interactive sessions and assisting in developing the action plan for the military components and leadership in field missions will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources on military policy and doctrine. • Coordinates UN military policy development, including the draft, review and analysis of new GA mandates for the military component issues and trends, preparation of evaluations or other research activities and studies. • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions related to military policy development. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications on United Nations policies for the military component and its leadership. • Provides substantive backstopping to consultative and other meetings, conferences, to include proposing United Nations policies, agenda topics, taking points, guidelines, preparation of documents and presentations. • Initiates and coordinates different military policy related activities; conducts training workshops, seminars, makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting military component policies and mission summaries. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, , etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in public administration, international relations, security studies, defence, military science, political or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. National Command or National Staff College degrees obtained from recognised institutions may be considered in lieu of first level degree. National War/Defence College degrees from recognised institutions may be considered in lieu of advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in military profession is required. At the time of applying for the post the applicant must be a retired military officer at the rank of Army Lieutenant Colonel equivalent in other services only is required. Experience in military policy and doctrine drafting and development and capability development, planning and ability to engage in discussions at the operational/strategic levels is required. Applicant must have operational experience as a member of a UN peace/peace enforcement/peace support mission is required. Experience drafting strategic and operational military situation reports is desirable. Experience in performance evaluation for military component is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
