Job organizational context: The Contracts Officer is to be used in small size Country Offices (CO), in larger size Country Offices or Head Quarters, where the role is part of a larger Procurement and Supply structure.

Under the general guidance of the Contracts Specialist, in the Cold Chain Unit (CCU) and under the Immunization Technology Centre (ITC) of Supply Division, provides and executes procurement in accordance with the UNICEF Rules and Regulations. For Cold Chain Equipment (CCE), and related services, develops and implements procurement strategies including proposing methods of purchase. Among the Contracts Officer tasks and responsibilities, the focus is on guaranteeing an uninterrupted, sustainable supply of affordable, quality CCE. Incorporation of innovation opportunities and engagement in project implementation of CCE is a priority area, to be implemented in coordination with complex partnerships and global health programmes.

1. Uninterrupted supply of Cold Chain Equipment and related services

  • Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, Supply Procedures and Guidance Notes, and all other applicable procurement procedures.
  • Manages procurement of equipment and related services; Provides inputs for the development of procurement strategies and market notes for complex commodities.
  • Issues international tender invitations to acceptable suppliers, evaluates quotations, clarifies offers, and negotiates with suppliers as appropriate.
  • Prepares and defends submissions to Contracts Review Committee. Establishes supply arrangements, Long Term Arrangements (LTA)/Direct Order LTAs.
  • Conducts contracts management to ensure supplier compliance to LTA’s and purchase order terms and conditions. Interacts regularly with industry and performs supplier visits

2. Collaboration with internal and external partners

  • Makes recommendations for finalization of purchases, ensuring product compliance with the World Health Organization (WHO) guidelines and requirements.
  • Adjudicates offers in consultation with ITC Technical team and Quality Assurance (QA) center.
  • Manages specific projects which may include procurement, evaluation or scale up. Transfers project ownership to COs and local partners by establishing mechanisms to handover contractual engagements. Ensures good understanding of roles and responsibilities by third parties to guarantee smooth implementation and project sustainability.
  • Ensures timely and accurate reporting of procurement activities feeding into the ITC, Division and external partners monitoring tools.
  • Works closely with Finance, Procurement Services and Data Unit providing procurement input and support to improvement initiatives: process optimization, and long-term forecasting etc.

3. Compliance, product acceptability and supplier performance

  • Reviews and provides recommendations for Local Procurement by Field Offices.
  • Reviews material specifications and requirements with ITCtechnical team and QA Centre to ensure completeness and appropriateness.
  • In partnership with WHO and internally technical units and QA center, evaluates suppliers with respect to delivery performance, product acceptability, and commercial acceptability.
  • Establishes work plans and priorities, monitors achievements and evaluates performance of support staff.
  • Any other duties or assignments as requested by the supervisor.

ITC has experienced a higher demand for cold chain products and services, throughput value has tripled during the last five years and number of materials doubled, this brought an increase in workload, contract management complexity and overall handling of partner collaboration. The P2 Contract Officer is expected to successfully plan, manage and oversee the procurement of Cold Chain Equipment and related services, in response to the needs and expectations.

The incumbent will lead and supervise a team of procurement assistants, focusing on effective and efficient transactions execution and adherence to UNICEF’s rules and regulations.

Education:

A completed First university degree (Bachelor’s Degree) in business administration, commerce or law or relevant technical field is required.

Work experience:

Minimum two (2) years of progressively responsible professional-level experience in areas of Supply Chain Management and Procurement is required.

Knowledge of worldwide procurement, contract negotiations and administration is required.

Experience in analytical work is required.

Language requirements:

Fluency in English is required.

Proficiency in another UN language is desirable.
