Org. Setting and Reporting This position is located in Mali (Bamako) under the Mission Support Division- Interim Support Service G5 Sahel. Contracts Management Officer will report to Liaison Officer.

About MINUSMA / G5 Sahel:

The Security Council in its Resolutions 2531 (2020) and 2584 (2021) requested MINUSMA to provide logistics support to the G5-Sahel Joint Force (FC-G5S) through a Technical Agreement (TA) including delivery of life support consumables to FC-G5S battalions in their areas of operations across all five countries (Burkina Faso, Chad, Mali, Mauritania and Niger). G5 Sahel is an intergovernmental military cooperation framework set up to provide a regional response to the growing threat of terrorism and organized crime in this Sub-Saharan region.

Responsibilities Within delegated authority and under overall guidance of the Senior Coordination Officer and direct supervision of the Liaison Officer, the Contracts Management Officer will be responsible for the following duties: - Plans, develops and manages all contractual aspects of the support to be provided to G5 Sahel battalions. - Supports the provision of management and quality assurance / quality control of the contractor's performance, including compliance with contracts' provisions. - Develops a quality assurance plan to provide a systematic method to monitor contract performance. - Monitors execution of contract orders, Purchase Orders, NTE to provide quarterly reports. - Records contract actions and monitors activity, including coordinating on delivery schedules. - Develops contract compliance checklists and implementation plans. - Assists to follow-up on Receiving and Inspection (R&I) Reports, verification of invoices against R&I reports, recording contract status at all stages of processes. - Participates in the development of contract risk assessments and risk management plans, including mitigating measures. - Forecasts the logistics demands / requirements and provides recommendations to LO. - Performs other related duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, public administration, procurements, law or related field. A first -level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At minimum of five (5) years of progressively responsible experience in supply chain, project/contract management, logistics support and/or procurement of global service contracts is required.

Experience in preparing BI analysis is required.

Experience managing contracts for multiple duty stations or for multiple stakeholders at different locations is desirable.

Knowledge of UNCT contracts management and or procurement system is desirable

Experience in managing support services in support of or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Experience working in a complex, volatile, conflict or post-conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French (both oral and written) is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
