Consultants- Roster VIOLENCE, INJURIES, AND DISABILITY (VID)- P3

Background

In 2020, the UN General Assembly session (74/299) on improving global road safety proclaimed the second decade of action for road safety 2021-2030 and a new target of reducing road traffic deaths by at least 50% by 2030, mandating WHO and UN regional economic commissions to develop a global plan of action for road safety for 2021-2030. The global plan for road safety calls for multisectoral and coordinated action to reinforce and implement the safe systems approach for safer roads, vehicles, and road use, post-crash response, and multimodal transport and land use planning. Collaboration with governments and civil society groups is being pursued to advocate for road safety regulations and prevent other forms of injury, such as drowning. In 2021, the 74th World Health Assembly (WHA74) resolution on ending violence against children has given renewed impetus to efforts by WHO, UNICEF, child protection advocates and governments to mainstream violence prevention through health, education, and social protection sectors. In the same year, Member States adopted a landmark resolution on the highest attainable standard of health for persons with disabilities, providing WHO with a mandate to continue its commitment to promote disability inclusion in the health sector and calling on Member States to focus on four key areas:

• Strengthening their health systems to ensure access to effective health services • Ensuring access to cross-sectorial public health interventions • Protection during health emergencies. • Improving collection and disaggregation of reliable data on disability. In May 2023, the 76th World Health Resolution (WHA 76) on “Strengthening Rehabilitation in Health Systems” was adopted. The resolution calls for expanding and integrating rehabilitation in health systems as part of Universal Health Coverage (UHC), emphasizing the importance of rehabilitation in primary care and as part of emergency preparedness and response. This landmark resolution follows the launch of the global “Rehabilitation 2030 initiative” by WHO with the development of several key technical packages and resources. To effectively perform its mission, the VID programme aims to constitute a pool of consultants to provide technical expertise related to programme areas of focus at regional and country levels.

Deliverables

• Develop reports, policies and guidelines based on national or regional situational assessments on all VID related areas of work. • Develop and deliver training modules and materials for VID areas of work. • Develop advocacy and IEC materials for VID areas of work. • Conduct research, analysis and reporting. • Coordinate data collection efforts towards global and regional WHO status reports

• Provide technical support to countries to develop national strategies, policies and interventions in line with VID areas of work.

Educational Qualifications

Essential:

First university degree in Public Health or Biostatistics or Social Sciences or Epidemiology health informatics or Health Systems strengthening, or any other related Fields.

Desirable: A certificate in Health information systems or Statistics or Demography would be an asset.

Experience

Essential:

“Specialists” : (B Band levels/P3)

At least 5 years experience in health system strengthening and rehabilitation and/or rehabilitation in disaster preparedness and response, or international human rights, or child protection, or gender and/or disability and any other relayed fields

Desirable: Any additional experience related to the field would be an asset in undertaking the duties including excellent writing skills.

Languages

Essential: Expert knowledge of English or French or Portuguese. Desirable: Knowledge of any other UN language would be an asset.

Functional Knowledge and Skills - Demonstrated technical knowledge and skills in HIS complemented by sound knowledge of information and knowledge management, the application of modern technologies and innovations preferably in the context of capacity building, and/or health systems, and excellent skills in training in health information systems. - Proven ability to promote consensus, communicate progress and results, and take remedial action in a proactive manner, while ensuring effective work practices and ethics, as well as to conduct resource mobilization activities, preferably in the context of capacity building, and/or health systems.

Other Skills: Excellent knowledge of MS Office applications and computer skills including the ability to make high quality technical presentations and data analysis.

Location Home based with some travel to countries in the WHO African Region.

Travel If travel is involved, full medical clearance is required. Most of the work will be done remotely. However, there is possibility to travel for a maximum one week to support countries upon request.

Remuneration

This will be based on applicable experience as per the consultant payment guidelines according to band levels (B).
