1. Background

Purpose of the Call for Expression of Interest

Kenya like many other countries has adopted the recommendations of the WHO Global Strategy on Human Resources for Health: Workforce 2030 and the recommendations of the United Nations High Level Commission on Health Employment and Economic Growth in the Kenya Human Resources for Health Strategy. The need to implement these recommendations has increased the need for normative guidance and technical assistance to the Ministry of Health and its Semi-Autonomous entities supporting the implementation of the human resource strategy at national and county level. The WCO in Kenya collaborates with the Ministry of Health and Human Resources for Health partners to enhance data availability and usage for strategic planning, improve health workforce productivity and quality, and develop evidence-informed health workforce policies and strategic plans at both national and county levels.

This call for expression of interest is intended to create a pool of qualified experts in health workforce, in the context of health systems and primary health care strategies, who can be contracted by WHO to carry out specific time bound deliverable(s). Expected deliverables will cover a broad spectrum of country activities on health systems/primary health care/health workforce, including but not limited to, adaption/domestication of normative documents, guidance, analysis and technical resources/tools to support programme implementation, as well as the provision of technical advice on policy/strategy development and implementation, and specialized technical support.

Objectives of the Consultancy and the Programme :

Reporting directly to the Health Advisor, ULC Cluster Team Lead, under the overall guidance of the Head of WHO Country Office in WCO/Kenya, and in close collaboration with the respective technical leads in the respective Units in Regional Office in AFRO and HQ Units, the consultants will be accountable for supporting the Ministry of Health and partners in defining and implementing the Kenya Human Resources for Health strategy.

Objectives Those enlisted in the roster of experts can be contracted to support WHO’s work towards the following strategic objectives of the Global Strategy on HRH: Workforce 2030 and Kenya’s Human Resources for Health Strategy. These objectives include; 1. Optimize performance, quality and impact of the health workforce through evidence-informed policies on human resources for health, contributing to healthy lives and well-being, effective universal health coverage, resilience and strengthened health systems at all levels. 2. Align investment in human resources for health with the current and future needs of the population and health systems, taking account of labour market dynamics and education policies, to address shortages and improve distribution of health workers, so as to enable maximum improvements in health outcomes, social welfare, employment creation and economic growth. 3. Build the capacity of institutions at subnational, national, regional and global levels for effective public policy stewardship, leadership and governance of actions on human resources for health. 4. Strengthen data on human resources for health for monitoring and accountability of national and regional strategies, and the Global Strategy.

2. Areas of expertise required:

i. Development, implementation and monitoring of health workforce policies and strategies including consensus building including and multisectoral/multi-stakeholder policy dialogue ii. Health workforce planning and projections, Health workforce governance, leadership and institutional capacity iii. Health labour market analysis iv. Health workforce financing and wage bill reform v. Development and costing of investment plans, including decent work and job creation initiative vi. Health professions regulation and accreditation and legal reforms vii. Health workforce information systems Digital health and the application of new technologies with regards to health workforce viii. National Health Workforce Accounts ix. Health workforce information systems x. Health workforce staffing norms and standards, including Workload Indicators of Staffing Need (WISN) xi. Health workforce evaluation and research, including qualitative and quantitative methods xii. Management of health worker migration and mobility, including reporting on the implementation of the WHO Global Code of Practice on the International Recruitment of Health Personnel and development of migration policies and bilateral agreements xiii. Health worker retention, performance, quality, productivity and efficiency xiv. Occupational health and safety of health workers xv. Rapid health workforce scaleup in emergency, fragile and post-conflict settings xvi. Communications, advocacy, knowledge management, reporting and publications.

3. Qualifications, Experience, Skills and Languages

FUNCTIONAL SKILLS AND KNOWLEDGE

⦁ At least 5 years' knowledge, experience and expertise in health system strengthening in developing health systems including HRH. ⦁ Knowledge, experience and expertise in health workforce and health systems strengthening. ⦁ Capacity to conceptualize, organize and analyze situations and provide solutions. ⦁ Understanding of Kenya’s Health system, human resources for health strategies development, planning, capacity-building, initiatives implementation. ⦁ Technical expertise in planning, monitoring, and evaluating health systems especially health workforce management and development. ⦁ Demonstrated ability to innovate, integrate, synthesize, and communicate complex concepts and ideas verbally and in writing. ⦁ Proven ability to promote and enhance relationships between private sector actors and government stakeholders. ⦁ Excellent written and oral communication skills. ⦁ Strong management skills and ability to work independently and on teams.

EDUCATION

Essential: An advanced (post-graduate) university degree (Masters or above) in health management sciences, economics, law or other social sciences, public health, human resources.

Desirable: PhD in the relevant areas highlighted.

EXPERIENCE

Essential: A minimum of five years of experience in health systems at sub-national, national and/or international level(s) with health workforce experience covering one or more of the areas of expertise presented above.

Desirable: - Working experience in related areas with WHO, other UN agencies or other recognized national and international organizations.

LANGUAGE Essential: Excellent knowledge of the English language.

Desirable: Working knowledge of Local Language (e.g. Swahili) or knowledge of French or other UN language.

OTHER SKILLS (e.g. IT) Desirable: Knowledge of office software applications.

4. Technical Supervision

Technical Supervision will be done by:-

Health Systems Advisor WHO Kenya Country Office UN Gigiri Complex, Block P UN Gigiri Avenue.

5. Location

The Consultant(s) will be working primarily on-site at the Ministry of Health in Kenya or its semi -autonomous government agencies.

6. Travel

If travel is involved, full medical clearance is required.

The Consultant (s) will have limited travel for field activities in the counties and workshops.

7. Remuneration and Budget (Travel Costs Excluded)

The rates of the individual consultancies will be applied in accordance to the established WHO consultancy rates.
