Result of Service 1. Wireframes: The consultant should deliver wireframes that clearly and accurately depict the layout and structure of the website, including the placement of elements such as text, images, and buttons. 2. Templates and styles: The consultant should deliver templates and styles that can be used throughout the website and web applications. This includes delivering a visual design that is consistent with the brand, as well as delivering CSS styles that can be reused throughout the site. 3. Design documentation: The consultant should deliver detailed design documentation that includes information on the visual design, layout, and user experience of the website. This documentation should be provided to developers so that they can accurately implement the design. 4. Responsive design: The consultant should deliver a website design that is responsive, meaning that it will adjust to the size of the screen it's being viewed on. 5. Accessibility: The consultant should deliver a website design that is accessible to users with disabilities, in compliance with web accessibility standards. 6. Testing and debugging: The consultant should deliver a design that has been thoroughly tested and debugged together with the development team to ensure that it is functioning properly across different browsers and devices.

Duties and Responsibilities Background: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is dedicated to reversing the deterioration of the Earth's stratospheric ozone layer and reducing the consumption of controlled hydrofluorocarbons (HFCs). It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The MLF is managed by the Executive Committee which is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org).

Duties and Responsibilities: The consultant will report to the Chief Officer and the Chief of Unit, Information Systems. Specifically, the Consultant will be required to: 1. Create wireframes and mockups for MLF website. Full website design including aesthetic design directions are expected. 2. Create wireframes and look and feel for all different web applications (ie handbook, data centre, online data reporting, country profiles, meeting portal etc). 3. Design and prototype website templates and styles. Including CSS styles that can be reutilized across the website and applications. 4. Ensure that designs are responsive and work well on different devices and screen sizes. 5. Collaborate with development team to ensure that designs are properly implemented and functional. This includes full functional specification for the implementation of the wireframe. 6. Continuously update and improve the website design based on user feedback and analytics. 7. Stay up-to-date with design and web development trends. 8. Provide support and maintenance for the website design components. 9. Communicate with the project manager and the team to understand project requirements and goals. 10. Create and maintain design documentation. 11. Test website design functionality on different browsers and devices. 12. Design the layout of the MLF’s scorecard both in pdf and web versions.

Qualifications/special skills Advanced university degree (Masters or equivalent) in Computer science, Software engineering, Web Applications Design and Development, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years of progressively responsible experience in web or interface design, coding in HTML, CSS, and jQuery or related area is required.

Experience in web design principles and technologies, including HTML, CSS, and JavaScript is required.

Experience with design software such as Adobe Creative Suite is required.

Expert knowledge of Drupal themes and plugins is required.

Expert knowledge of front-end development in websites and web applications is required.

Ability to understand CSS changes and their ramifications to ensure consistent style across platforms and browsers is required.

Experience with UI and UX principles, concepts, and techniques is required.

Experience in Drupal projects as a technical lead or senior individual contributor is required.

Experience participating in Agile projects is desirable.

Experience with Drupal website design and development is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this contract, fluency in written and oral English is required including excellent analytical and drafting skills. Working knowledge of at least one other UN official languages is desirable.
