Result of Service The Consultant will undertake a technical review of the current information architecture of the website for the Fund Secretariat. The expected deliverables include: 1. A report on the review of the current website. 2. A report on the proposed architecture of the home page and the inner pages of the website 3. A report on the development of the design hierarchy 4. Final report on implementation of a new structure of the website with the developers.

Duties and Responsibilities Background The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is dedicated to reversing the deterioration of the Earth's stratospheric ozone layer. It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The MLF is managed by the Executive Committee, which is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org).

MLF is seeking a Consultant to review the information architecture of the website for the Multilateral Fund.

Duties and Responsibilities The consultant will report to the Chief Officer and the Chief of Unit, Information Systems. Specifically, the Consultant will be required to: - Review the existing structure and the information of the current website. - Hold interviews with users of the website – internal from the Secretariat and external from the stakeholders to inform the design of the website. - Propose a new architecture of the home page and the inner pages of the website: o Propose first and second level menu items, o Propose a structure for every page of the website, o Propose a compelling home page to highlight big ticket items and what is most important for the MLF at any given time, o Provide a succinct and clear overview of what the user will find in all sections of the website and keep the navigation to one level one - avoid nested menus. - Assist with the developers of the website in developing a design hierarchy. - Follow up on the implementation of the structure of the website with the developers.

Qualifications/special skills University degree in Web Applications Design, communications, journalism, public relations, sociology or related field is required.

  • A minimum of five years of progressively responsible experience in website architecture projects, communications, journalism, public information, media relations or related area is required.
  • Proven experience in leading and managing strategic digital communication projects and campaigns including user-interface design, (online) communications strategies, and content management advise, as well as demonstrated knowledge of website technologies and statistics is required.
  • A basic prior understanding of the policy and technical aspects of the Multilateral Fund and understanding of the dynamics of intergovernmental Multilateral Environmental Agreement processes is required.
  • Expert knowledge of front-end development in websites and web applications is required.
  • Ability to understand CSS changes and their ramifications to ensure consistent style across platforms and browsers is required.
  • Experience with UI and UX principles, concepts, and techniques is required.
  • Experience in Drupal projects as a technical lead or senior individual contributor is required.
  • Expert knowledge of Drupal themes and plugins is desirable.
  • Experience participating in Agile projects is desirable.
  • Experience with Drupal website design and development is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this contract, fluency in written and oral English is required including excellent analytical and drafting skills. Working knowledge of at least one other UN official languages is desirable.

Total Remuneration: US $22,000 Payment Terms: Based on deliverables as follows: - - 1st payment upon submission of a satisfactory report on the review of the current website and the proposed architecture (by 15 April 2023) – US $5,000. - 2nd payment upon submission of a satisfactory report on the development of the design hierarchy (by 15 June 2023) – US $5,000. - 3rd and final payment upon submission of a satisfactory report on the implementation of a new structure of the website (by 31 July 2023) – US $12,000.
