Background

With less than 10 years remaining to achieve the Sustainable Development Goals, the world has advanced significantly in achieving many SDG targets as set forth in the 2030 Agenda. At the same time, recent years have seen many countries facing increasing fragility, heightened polarization and increasing risks and threats to development progress and potential democratic backsliding. Corruption and weak governance systems are among the underlying issues contributing to these challenges. According to the World Economic Forum, an estimated $2.6 trillion is lost to corruption globally, which is almost 4% of global GDP and roughly $1,5 trillion is paid in bribes every year worldwide. That is 10 times higher than annual official development assistance globally. This situation has been further exacerbated since the start of the Covid-19 pandemic. The World Bank estimates that the coronavirus will cause first ever increase in global poverty since 1998 as millions of people are losing their jobs. The pandemic may have started as a public healthcare crisis­, but it has quickly morphed into a governance crisis.

The current pandemic is not only a public health emergency, but it equally constitutes a governance systems crisis induced by diminishing trust of the citizenry towards governmental institutions. Emergency public procurements, uneven distribution of economic stimulus packages and loosening of state’s public financial control mechanisms has led to increased levels of corruption across much of the world. With lockdowns and stay home orders, it has also become increasingly difficult to receive quality public services in a timely manner. The pandemic hit the public health sector hardest by overstretching hospital capacities. At the same time, due to emergency procurement of health commodities including PPEs, oxygen masks, vaccines, medicines and other essential products, the public health sector has become vulnerable to corruption risks.

In the Eastern Europe and Central Asia region, UNDP has assisted national governments and civil society organizations to quickly set-up various digital platforms ranging from COVID-19 related public expenditure transparency portals, e-learning websites for civil servants, COVID-19 hackathons (“Coronathons”), mobile one-stop-shops, chat-bots for responding to citizens’ requests, doctor-whistleblower channels, empowering civil society, including young women, to build regional youth networks, supporting anti-corruption investigations, and many others[1]. For example, in Kazakhstan UNDP supported external analysis of corruption risks in health sector organizations to prevent fraud and the unfair distribution of health supplies, conducted sociological research with Transparency Kazakhstan on corruption perceptions, and studied public perception during the pandemic. In Moldova, UNDP supported the Office of the Ombudsman to set up an online system where whistleblowers can submit reports on the irregularities affecting the public interest in the health system related to COVID-19. In Montenegro, the Ministry of Health in coordination with UNDP developed a web-based centralized ERP system for monitoring the movement/distribution of consumables and equipment throughout health care facilities with reporting utilizing AI components. Serbia UNDP Country office supported the government by flying in 15 cargo planes with 720 tons of ventilators, protective equipment, and COVID-19 tests. UNDP Ukraine supported the establishment of a digital stock management system for medicines and medical products for efficient forecasting and planning at the national and local levels.

Against this background in 2021 UNDP Istanbul Regional Hub has developed a study on "Strengthening integrity of health sector during and post-COVID-19 pandemic in the ECIS region". The study focused on collecting good practices on how to strengthen integrity in the health sector in the ECIS region and developed recommendations for how to improve our public health systems even further. The study will assist public officials, healthcare system professionals, and non-governmental organizations, as well as academia and UN agencies, to enrich their knowledge on the correlation between the COVID-19 pandemic, the health care sector, and corruption. The study focused on the ECIS region as well as includes good practice examples from countries beyond the ECIS region. The study is in English language.

Duties and Responsibilities

UNDP is looking for a designer to creatively develop the layout of the study "Strengthening integrity of health sector during and post-COVID-19 pandemic in the ECIS region". This shall include at least 10 hand-drawn illustrations/comics/visualizations/cartooned action elements as well as the overall layout of the entire publication for printing/publishing online. In particular, the consultant will be responsible to:

  • Design at least 10 hand-drawn illustrations/comics/visualizations, to be used as standalone product and included in the overall layout of the publication, stemming from the various chapters of the above-mentioned study.
  • Draft illustrations/comics/visualizations based on final sketches and make adjustments based on feedback from UNDP staff
  • Finalize illustrations/comics/visualizations and transfer final product with high resolution source files, original drawings, and low-resolution versions for online sharing
  • Develop overall layout of the publication for publishing online/printing (approximately 45 pages)

EXPECTED DELIVERABLES

  • At least 10 hand-drawn illustrations/comics/visualizations based on various contents of the study
  • Overall layout of the publication for printing/publishing online

Academic Qualifications:

Language skills:

Evaluation of Applicants

Applications will be evaluated based on the following criteria: experience and qualifications (30%); proposed strategy strategy/sketches (40%); samples of previous related work (30%).

Technical Criteria - 70% of total evaluation

  • Bachelor’s degree in media production, design, social sciences or a similar field (5 points).
  • At least 3 years of relevant professional experience in creative design and illustration (5 points).
  • *Proven ability to design comics related to social issues and topics (the candidates should submit the links**/* *samples to their previous related work) (50 points).*

Financial Criteria - 30% of total evaluation
