The performance of the consultant will be evaluated based on the quality of the deliverables and on the timeliness of the delivery of outputs.

The total consultancy fee shall be USD 17,000, comprising the below mentioned payment-milestones. - 20% upon submission of inception report on the approach and methodology of collecting technology cases, format of presenting the cases, and outline and structure of the technology compendium - 40% upon submission of draft technology compendium - 40% upon completion of the contract with submission of final draft of the compendium and PowerPoint presentations

Expected duration The Contract shall be for a duration of 4 work-months over a period 1 October 2022 – 31 January 2023.

Duties and Responsibilities The Asian and Pacific Centre for Transfer of Technology (APCTT) is a regional institution of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) servicing the Asia-Pacific region. APCTT works to assist the members and associate members of ESCAP through strengthening their capabilities to develop and manage national innovation systems; develop, transfer, adapt and apply technology; improve the terms of transfer of technology; and identify and promote the development and transfer of technologies relevant to the region.

APCTT will implement a project titled “Enhanced capabilities to adopt innovative technologies for city air pollution control in select countries of the Asia-Pacific” between 2022 and 2023. Under this project, APCTT will make interventions aimed at strengthening policies to facilitate adoption of innovative technologies for controlling air pollution in three select cities in South Asia and Southeast Asia – Dhaka (Bangladesh), Delhi/Gurugram (India), and Jakarta (Indonesia). One of the key objectives of the project is to develop a compendium of good cases of innovative technologies for air pollution control implemented at cities level in Asia. Asia has many polluted cities and a number of initiatives have been taken by countries to control air pollution. However, the information is limited and hence there is a need to document the good technology cases and practices for sharing with countries and city stakeholders in the Asia-Pacific. The compendium will include existing cases of technologies for air pollution control successfully implemented at the city level. The compendium is expected to enhance the knowledge and understanding of stakeholders of target cities and help them to adopt relevant technologies for air pollution control. While developing the compendium, special focus will be given to the application of innovative technologies from the cities of Asia-Pacific region. The compendium would be used by city officials, policymakers and stakeholders to increase their knowledge and awareness on innovative technologies for air pollution control in cities.

The duties and responsibilities of the consultant shall be the following:

1. Prepare an inception report on the approach and methodology of collecting technology cases for the compendium 2. Prepare and finalize the outline and structure of the technology compendium 3. Prepare the relevant format for presenting the technology cases in the compendium 4. Review and compile good cases of innovative technologies and their applications from the Asia-Pacific region to control air pollution in cities, and study the adoption of these technological interventions 5. Examine the adoption of these technological interventions in terms of innovative methods of implementation, efficiency, effectiveness, affordability and accessibility. 6. Assess the availability and potential opportunities of these innovative technologies in the Asia-Pacific region, particularly for the target countries 7. Prepare and submit the first draft of the compendium incorporating all relevant elements and features in the approved format and style 8. Finalize the compendium, based on feedback received from APCTT, Governments and other stakeholders 9. Prepare and finalize PowerPoint presentations on the study and compendium in consultation with APCTT

The consultant will work remotely under the overall guidance of and report to the Head of APCTT and under the direct supervision of the relevant staff of APCTT and in coordination with the project implementation team.

The performance of the consultant will be evaluated based on the quality of the deliverables and on the timeliness of the delivery of outputs.

Qualifications/special skills Academic Qualifications: Advance University degree in economics, science, technology, engineering, management or related field. Experience: •10 years of extensive professional experience and high level of expertise in air pollution control technologies and their applications. •Experience of work/ assignments/ projects with UN, its specialized agencies, or other multilateral organizations is highly desirable. •Strong working knowledge of innovative technologies for air pollution control and their applications. •Proven experience and expertise on technology transfer and promotion. Language: An excellent command of the English language and demonstrated ability to communicate effectively.
