    Please briefly describe why the work is needed and the context.

Vector-borne diseases (VBDs) are major contributors of the disease burden in the WHO African Region. Millions of people are at risk of malaria, lymphatic filariasis, onchocerciases, leishmaniasis, human African trypanosomiasis. The frequency and geographical distribution of other VBDs, including emerging and re-immerging diseases such as dengue, Zika virus disease, chikungunya and yellow fever is on the increase globally and in the continent. Vector control interventions have been implemented to control the diseases but with various challenges. In 2000, the WHO African Regional Office established the African Network on Vector Resistance (ANVR) or the “Network” to provide technical support to Member States on malaria vector control particularly insecticide resistance. To mitigate the growing constraint, WHO and partners have developed policy guidance documents including; The Global Vector Control Response (GVCR) outlines innovative ways to strengthen sectoral action and collaboration, engagement and mobilization of communities, enhanced vector surveillance, scale-up and monitoring and evaluation of vector control interventions, including integration of tools and approaches; The WHO initiative to stop the spread of Anopheles stephensi in Africa was launched on 29 September 2022; The WHO has also developed the Global Arbovirus initiative: Preparing for the next Pandemic: tackling Mosquito-borne Viruses with epidemic and pandemic potential 2022-2025; and the “Framework for the control elimination and eradication of tropical and vector-borne diseases in the African Region 2022-2030.” To this end, WHO-AFRO intends to engage an expert consultant for a one and half month contract. The consultant will work with the WHO AFRO and ANVR members to update the workplan of the Network by aligning with the contemporary policy guidance documents, including; The Global Vector Control Response (GVCR), the Global Arbovirus initiative: Preparing for the next Pandemic: tackling Mosquito-borne Viruses with epidemic and pandemic potential 2022-2025; and the “Framework for the control elimination and eradication of tropical and vector-borne diseases in the African Region 2022-2030.”

Objectives:

The overall objective of the consultancy is to conduct the preparation of the Updated Workplan on Vector Resistance to Insecticides

The specific objectives are as follows:

  • Conduct a desk review of available normative guidance and pertinent documents on developing an updated workplan to get insights to inform the structure and content of the Workplan
  • Develop a consolidated workplan for the ANVR and align with the Framework for the control elimination and eradication of tropical and vector-borne diseases in the African Region 2022-2030
  • Present to WHO AFRO team and ANVR members for review and input and review the final Workplan, incorporating the comments and formatting

Organizational Context

Under the direct supervision of the Team Lead -Tropical and Vector Borne Diseases Control, the consultant will plan and conduct, the preparation of the Updated Workplan on Vector Resistance to Insecticides, develop a consolidated workplan for the ANVR and align with the Framework for the control elimination and eradication of tropical and vector-borne diseases in the African Region 2022-2030, Present to WHO AFRO team and ANVR members for review and input and review the final Workplan, incorporating the comments and formatting, and submit comprehensive report upon completion of the mission

Summary of Assigned Duties:

Under the direct supervision of the Team Lead -Tropical and Vector Borne Diseases Control, the incumbent duties shall conduct and develop an updated Workplan on Vector Resistance to Insecticides

  1. Conduct a desk review of available normative guidance and pertinent documents on developing an updated workplan to get insights to inform the structure and content of the Workplan
  2. Design and develop a draft framework outlining scope, core elements, key actions, innovations, and how it links with contemporary normative guidance
  3. Define the objectives and highlight information about how to harmonise existing information, determine the purpose of the workplan and identify main areas of action
  4. Review and summary the key activities of the Global Arbovirus Initiative and incorporate them into the ANVR Workplan
  5. Review and summary the key activities of the Global Vector Control Response and incorporate them into the ANVR Workplan
  6. Review and summary the key activities of the Anopheles stephensi initiative in Africa and incorporate them into the ANVR Workplan
  7. Review and summary the key activities of the WHO guidance for monitoring insecticide resistance in mosquito vectors and intergrate information on Anopheles, Aedes and Culex mosquitoes
  8. Develop a consolidated workplan for the ANVR and align with the Framework for the control elimination and eradication of tropical and vector-borne diseases in the African Region 2022-2030
  9. Present to WHO AFRO team and ANVR members for review and input and review the final Workplan, incorporating the comments and formatting
  10. Prepare and submit mission reports to AFRO together with the final Workplan by the end of the contract
  11. Perform other related tasks as requested by the supervisor.

    1. Qualifications, experience, skills and languages

    Identify the educational qualifications and expertise needed for the terms of reference outlined above.

Educational Qualifications

  • The consultant should have a minimum of a master’s degree in any of the following relevant disciplines: medical entomology, tropical medicine, epidemiology, environmental health, public health

Experience

  • At least 10 years’ experience in operational research on vector borne diseases and their control and public health programme management at national and international levels
  • Substantial level of experience in development of vector surveillance and control related technical documents such as protocols, strategies, guidelines, and workplans

Skills/Knowledge

  • In-depth understanding of vector borne diseases bionomics and control, and in general health and environmental policy and strategies in Africa
  • In-depth knowledge and understanding of the local, regional and global vector control policies, strategies and guidelines, and insecticide resistance monitoring and management approaches
  • Excellent writing and analytical skills
