Result of Service - Develop the following editions of the periodical Tech Monitor, for timely release (i) July – September 2023 edition, (ii) October – December 2023 edition, (iii) January - March 2024 edition. - Develop strategy plan for the outreach and dissemination of the tech monitor. - Develops at least 3 concept notes / proposals for cooperation project.

The Contract shall be for a duration of 9 work-months.

The total consultancy fee shall be USD 14,400 comprising the below mentioned payment-milestones.

  • USD 4800 upon submission of July – September 2023 edition of Tech monitor and 1 technical concept note and Develop outline of the strategy plan for the outreach and dissemination of the tech monitor, by 5 October 2023.
  • USD 4800 upon submission of October – December 2023 edition of Tech monitor and 1 technical concept note and develop outline of the strategy plan for the outreach and dissemination of the tech monitor by 10 January 2024.
  • USD 4800 upon submission of January - March 2024 edition of the Tech Monitor and 1 technical concept note by April 2024.

    Duties and Responsibilities The Asian and Pacific Centre for Transfer of Technology (APCTT) is a Regional Institute of ESCAP. It promotes an enabling environment for innovation, transfer and commercialization of technologies in 53 member States and 9 associate members of ESCAP. APCTT facilitates identification, transfer, adaptation and application of technologies to achieve the 2030 Agenda for Sustainable Development. The Asia-Pacific Tech Monitor has been the flagship publication of APCTT, published since 1983. Tech Monitor is a web-based, on-line, quarterly periodical featuring articles which provide up-to-date information on trends in technology development and transfer, technology policies and related issues, and new products and processes for the benefit of SMEs in Asia and the Pacific countries. Each issue of Tech Monitor focuses on a special theme and features articles written by authors/experts of national and international repute mainly from the Asia-Pacific region. The Tech Monitor articles present trends in technology transfer and development, technology policies, market, data and analysis with respect to relevant issues, case studies, best practices and innovative technologies.

The consultant will be responsible for the timely delivery of the Tech Monitor editions. The duties and responsibilities of the consultant shall be the following: 1. For special theme articles - send out ‘call for articles’ emails to partner institutions, experts/authors from different member States of the Asia and the Pacific region. The email would contain guidelines for authors and a tentative deadline for article submission and getting confirmations. Follow up with reminder emails, as needed. 2. For Tech Scan and Tech Market Scan- source relevant articles from the internet ensuring coverage from a large number of member States, finalise the contents after thorough internal reviews. 3. Finalise other sections like Tech Events (Key upcoming Events related to technology to be held in different member States are sourced), Introductory Note (Prepare draft write-up and finalize it in consultation with the Head, APCTT) , Finalise Cover Page in consultation with the Vendor and APCTT Team members. 4. Finalize quarterly edition of tech monitor in coordination with the vendor. The tasks includes frequent liaising with the vendor on copyediting, typesetting, layout, formatting, etc.. Deliverables: - Develop the following editions of the periodical Tech Monitor, for timely release (i) July – September 2023 edition, (ii) October – December 2023 edition, (iii) January - March 2024 edition. - Develop strategy plan for the outreach and dissemination of the tech monitor. - Develops at least 3 concept notes / proposals for cooperation project.

Qualifications/special skills A first level or higher university degree in science and technology, innovation and/or sustainable development, Environment, Economics, climate Change, management or any other related areas. Do you have at least 5 years of progressively responsible experience in drafting technical documents, publications as part of programme or project or related areas is required. Experience in the areas of Climate Science, Technology and Innovation policy, Innovation, Technology Transfer and Commercialization?

Languages An excellent command of the English language and demonstrated ability to communicate effectively.
