You have:

  • Minimum of five (5) years of experience in human resources management, administration or related area.
  • Experience in talent management or development is required.
  • Experience in designing organizational talent development programmes and/or approaches is required.
  • Experience in data analytics is desirable.
  • Experience in designing or developing databases or dashboards is desirable.
  • Familiarity with UN Secretariat or comparable large organization is desirable.
  • Fluency in English is required.
  • Fluency in French is desirable.

Promoting engagement of OCHA senior managers in supporting this initiative and investing in mid-level staff.

Duties and Responsibilities

OCHA is seeking to develop a new initiative aimed at developing its mid-level talent and preparing them to potentially take on more senior managerial and leadership roles within OCHA. The consultant will work under the direct supervision of the Human Resources Officer - Team Lead, Talent Acquisition, Outreach and Management, the overall guidance of the Chief of Human Resources, OCHA Human Resources Section, and in collaboration and consultation with OCHA Learning & Development Unit. The consultant shall be responsible for the preparation of a comprehensive proposal for this initiative in consultation with internal stakeholders, including: • Assess and identify OCHA’s needs for managing mid-level talent growth. • Identifies the target participants in the programme considering diversity and inclusion, and how this will be systematically fed into the initiative. • Proposes the eligibility and selection criteria for participating in the programme. • Prepares an implementation plan and timelines for the initiative. • Identifies the talent development programme and its operational frequency. • Conducts a comprehensive assessment of current talent development practices and processes within the UN common system. • Assess capacity requirements to effectively operationalize the initiative, and make proposals to address the needs including management, technical and administrative roles, • Defines the programme ‘s monitoring and reporting mechanisms. • Develops any necessary SOPs, dashboards or reporting templates to support the monitoring and implementation of the programme. The proposal shall include, at a minimum: - An overview of how the initiative is designed, the target group, the set criteria and implementation plan including milestones, actions and timelines. - Best practices in talent development within the UN common system and how these have been built into the proposal. The proposal shall be finalized after review and feedback from OCHA Chief of Human Resources, OCHA Learning and Development Unit and OCHA Senior Management.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
