1. Purpose of the Position

The purpose of this consultancy is to assist a WHO/Europe group of 20 Intrapreneurs (IPs) in generating ideas and then, in formulating actionable projects for a more respectful working environment. The technical support is required for project formulation, not for project implementation

2. Organizational context

The WHO Regional Office for Europe (WHO/Europe) aims to “ensure a healthy, respectful and motivational workplace for all staff with the implementation of zero tolerance of harassment, and promotion of diversity and gender balance.” Several initiatives are taking place in WHO/Europe to that end, namely the Psychological Safety Initiative (PS) managed by the Ombudsman office, the Emotional Intelligence Development Programme (EI), managed by ORD, and the Respectful Workplace Initiatives (RWI), led by the WHO/Europe-RWI Working Group. Aiming to promote deep thinking and effective action coming from WHO/Europe, not only from top-down activities, the RWI Working Group has developed an initiative that applies the concept of Intrapreneurship (IP), understood as the act of behaving like an entrepreneur while working within an organization, to advance a more respectful workplace in WHO/Europe. It is expected that the IP initiative will contribute to the promotion of innovation, engagement, and systemic thinking that can move WHO/Europe towards a stronger culture of trust, responsibility, and mutual respect. About 20 WHO/Europe co-workers are participating in the initiative. Eleven of them participated in a three-day workshop to strengthen their competencies on creative thinking, influencing others and generating projects from “seed” ideas. It is expected that each of them will generate a “seed” idea that will then be transformed into an actionable project.

3. Description of duties

Under supervision of the WHO/Europe Regional Ombudsman, who will be acting on behalf of the WHO/Europe-RWI Working Group, the consultant will:

1. Provide confidential and informal assistance on the generation of “seed” ideas and its transformation into actionable projects. This includes assistance through virtual conversations, information sharing on relevant documents and support through email exchange. It is expected to assist 20 IPs. Assistance to each IP includes one preparatory hour and is delivered in three working hours. Hence, the activity will require 80 working hours. 2. Advise/assist the WHO/Europe-RWI Working Group in assessing the actionable projects in terms of relevance, feasibility and estimated costs. The consultant will submit a report for that purpose. This activity will require 16 working hours.

4. Recruitment Profile

Education Qualifications

Essential: Master’s degree in Entrepreneurship, Organizational Development, or Organizational Psychology.

Functional Knowledge and Skills

Essential • Documented experience in assisting organizations in developing projects, innovation, or organizational development • Documented experience in intrapreneurship

Desirable • Leadership in international organizations • Human talent development

Experience

Essential: At least 10-year experience in supporting/promoting Intrapreneurship/Entrepreneurship projects, skills or knowledge in organizations/academy

Desirable: • Previous UN experience • International Experience • Experience with online coaching and online training facilitation • Entrepreneurial background • Ability to operate in complex environments

Languages

Essential: English

Desirable: Russian and or French

5. Contract duration

The duration of consultancy is of 12 working days (96 working hours) over a period of 3 months.

6. Location

Activities are to be delivered on and off-site. Presence in the office may be arranged based on the need. It is expected that all services will be offered virtually

7. Travel

No travel is expected

8. Remuneration

Daily rate US$ 450, band-level B.
