Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men and other diverse gender as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Department of Women and Child Development (DWCD), Government of Madhya Pradesh and UN Women have been working together on their shared mandate of enhancing gender equality and women empowerment in the State. Under this collaboration, UN Women provides technical assistance to the DWCD’s initiatives to address issues of violence, through policy-based and community-level interventions. The key interventions, in the state is to strengthen and scale up ‘Safe Cities for Women and Girls’ Programme in Madhya Pradesh to enhance women’s and girls’ rights to enjoy public spaces and services free from violence and build capacities of the State Government officials to strengthen mechanisms for gender equality and women’s empowerment and address issues of violence against women and girls in public, private and workspaces.

Within this context, UN Women seeks the services of a State Technical Specialist- Ending Violence Against Women to be placed in the state of Madhya Pradesh. Under the guidance and supervision of Commissioner/Director, The Department of Women and Child Development, Govt. of Madhya Pradesh, and the UN Women Program Specialist- EVAW, the State Technical Specialist- Ending Violence Against Women will undertake the following key tasks and other responsibilities as may be assigned.

Duties and Responsibilities

  • Provide technical support for implementation, monitoring, and evaluation of select initiatives of the Department of Women and Child Development.
  • Support over all coordination and implementation of initiatives planned under the Safe City programme in consultation with DWCD
  • Facilitate a multi-stakeholder coordinated response through effective coordination between DWCD and other key stakeholder departments of Core Group on Women’s Safety headed by the Chief Secretary.
  • Strengthen linkages of the Safe City program with other initiatives of DWCD aimed at enhancing women’s safety in public spaces
  • Coordinate and work with other nodal departments towards drafting of an action plan for mainstreaming gender in the context of ending violence against women & girls in their existing programmes and policies.
  • Coordinate on the programmatic implementation with relevant partner organisations and agencies in the state.
  • Coordinate for activities on EVAW/G with relevant team members within the Department and UN Women, and work with them in close collaboration to ensure successful implementation of the programmes. This will also include facilitating systematic coordination between UN Women and the Department of Women and Child, Madhya Pradesh
  • Assist the Department in undertaking action on issues related to EVAW/G as per the priorities of the Department.
  • Develop and propose recommendations for restructuring of schemes and programmes of the Department that provide institutional support to women in difficult circumstances, including women facing gender-based violence, to ensure greater access by women to these schemes and programmes with a focus on access to justice mechanisms.
  • Develop resources to build capacities of relevant stakeholders on addressing Violence Against Women and Girls (VAW/G), including facilitation of knowledge building and management of documents related to EVAW/G.
  • Support conducting assessment of existing schemes, policies, and programmes for their impact on women.
  • Informing policy formulations through evidence-based research
  • Develop State Action Plans based on the State Policy for Women, especially on ending violence against women.
  • Provide coordination and support (IEC/advocacy) on Ending Violence Against Women (EVAW) trainings with the implementing partners and select state departments
  • Support synthesis of lessons learnt, and best practices related to programme for the state of Madhya Pradesh Participate in key meetings, conferences, and trainings and prepare proceedings report/meeting minutes and training reports.
  • Be the interface between UN Women and the Government of Madhya Pradesh and facilitate meetings.
  • Document and maintain reports/files, good practices and extend support in preparation of quarterly/biannual/annual narrative reports and for the website.
  • Any other tasks assigned by the Supervisor(s).

Expected Deliverables:

  • Monthly detailed and comprehensive narrative report of all activities undertaken (as part of the report include templates & plans developed, anecdotes that capture the process, partnerships, best practices and lessons learnt, photographs, press coverage, questionnaires, human interest stories, lists of participants, key strategies and recommendations) in hard and soft copy will be submitted to UN Women with an acknowledgement of UN Women’s support to Department of Women and Child Development, Government of Madhya Pradesh.

Required Skills and Experience

Education:

  • Master’s Degree in Social Sciences/Economics/Social Work /Gender Studies/Public Administration/Policy or related fields.

Experience:

  • Minimum 5 years of experience at the national/state level working with development projects including hands-on experience of design, implementation and monitoring/evaluation of projects preferably on Gender Equality and Women’s Rights.
  • Experience of working with national/ state governments; particularly on gender issues is required. State specific experience will be preferable.

Language:

  • Proficiency in English; good command over state language in reading and writing.

Evaluation and Selection Criteria:

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum Experience relevant to the assignment (10 points);
  • Working knowledge and experience of working with National /State Government (5 points);

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview (80 Points)
  • Written Test (20 Points)
