Duties and Responsibilities

CONTEXT On 4 December, the General Assembly adopted resolution "Through-life Conventional Ammunition Management" (A/RES/78/47). The resolution contains a decision to adopt the Global Framework for Through-life Conventional Ammunition Management (A/78/111) which was elaborated and adopted without a vote by the Open-Ended Working Group on Conventional Ammunition with the ultimate aim to address the security and safety risks of conventional ammunition, including diversion and illicit trafficking of ammunition and unplanned ammunition explosions. The Global Framework focuses on all calibres of conventional ammunition and contains 15 objectives covering a range of measures to promote the safety, security and sustainability of through-life conventional ammunition management at every stage from the point of manufacture to their ultimate disposal. This instrument recognizes the important role of international cooperation and assistance and lays out a dedicated follow-up and review process for its effective implementation. The Global Framework is intended to be one layer of a comprehensive framework to support safe, secure and sustainable through-life conventional ammunition management at the national, subregional, regional and global levels. These global level commitments could allow for regions and subregions, and the Member States within them, to voluntarily translate the global level political commitments and measures into legally binding instruments or tailored commitments determined by each region or subregion. ROLES AND RESPONSIBILITIES Under the supervision and guidance of UNRCPD, the consultant will undertake dedicated research on regional dynamics, trends and developments, priorities and the state-of-play regarding conventional ammunition in Asia and the Pacific. This will include a mapping of existing relevant regional and sub-regional mechanisms, instruments, initiatives and practices related to conventional ammunition and a comprehensive overview of synergies and complementarities with existing regional arms control instruments as well as opportunities for their further development to cover international commitments contained in the Global Framework. The objective of the consultancy is to identify gaps, challenges, opportunities and recommendations for the regional implementation of the Global Framework in Asia-Pacific, including through existing regional arms control mechanisms and instruments. The consultant will elaborate a region-specific briefing paper on the implementation of the Global Framework as an input to the informal regional meeting on the Global Framework for South Asia and South East Asia, and extended to other sub-regions and/or countries as relevant. The briefing paper is expected to cover issues of gender and ammunition management from a regional perspective to explore avenues for the regional-level implementation of relevant international commitments. Based on the research, the consultant will also support the substantive preparation and delivery of the informal regional meeting to be held in December 2024. The consultant will further produce a short report for each regional meetings’ key outcomes.

Qualifications/special skills

Advanced university degree (Masters’s degree or equivalent) in political science, international relations, law, humanitarian affairs, business administration/management or related field is required. Minimum of 5 years of relevant work experience on conventional weapons and ammunition control, including at the regional and sub-regional level, is required; Prior experience in research and analysis on conventional weapons and ammunition control in Asia-Pacific, including at the regional and sub-regional level, is required; Proven record of analytical, research, writing and communication skills is required; Experience in supporting multilateral processes on conventional arms control is required Familiarity with the Global Framework for Through-life Conventional Ammunition Management and other international and regional arms control instruments is desired. Knowledge of technical aspects of through-life conventional ammunition management is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the consultancy advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
