The Division of Human Resources (DHR) is commissioning an Organizational Development (OD) review of the Global Human Resources function with the aim to further strengthen and position the HR function as strategic, efficient and agile throughout UNICEF to support the fast changing and evolving business needs envisioned in the new strategic plan. We aim to hire the services of an OD expert.

There are a number of areas requiring an objective evaluation to place HR as an agile and strategic function in UNICEF context through a prism of organizational development components including aligned HR strategies, structure, management culture, skills and capabilities of HR staff, HR systems and technology in the context of the changing business models in the organization.

How can you make a difference?

  • Undertake a diagnostic study of the effectiveness of the current HR delivery model in supporting the delivery of organizational strategies considering the strengths and constraints of the current model and its fit to the future vision and strategic plans of UNICEF.
  • Explore and research the latest HR models in modernizing HR and propose a model that can leverage and maximize the value of the HR function either by 1) improving the current model or 2) by introducing a new business specific model with clear value proposition.
  • Conduct role and work process analysis of recruitment administration and other operational roles to simplify and identify additional areas for vertical integration to the GSSC or centralization to achieve potential efficiencies.
  • Develop a comprehensive and strategic talent management framework to address the needs of the organization, and to build the related professional HR capacity.
  • Design an effective, fit for purpose and sustainable HR structure corresponding to the proposed talent framework/ HR delivery model to empower and to position HR as a strategic function corresponding to the size and future strategies of the organization.
  • Develop a step by step change implementation plan and communication strategy to introduce and socialize the new proposed HR delivery model to different stakeholders including staff, business leaders and clients and OneHR team.

Methodology

The review will be carried out by an Organizational Design and Development consultant using the following methodologies:

  • Literature Review: Review existing documentation on HRBP model, its implementation and related HR reviews already available in DHR. Study the ongoing organizational improvement projects, new strategic plan, and its direct impact on the effectiveness of current HR delivery model. Study the organizational improvement initiatives by ICTD, Supply Division, and DFAM that positioned the divisions for the future vison of UNICEF.
  • Consultations: Consult HR community, Regional, Country Office and HQ Division clients to have a SWOT analysis of the current HR delivery model
  • Webinars/ Workshops: Research industry best practices in similar organizations from different sectors. Organize webinars and sessions with selected external agencies, HR innovators and HR leadership team.
  • Surveys: Conduct surveys as necessary.

Expected Deliverables

• Options for more effective, modern, and fit for purpose global HR delivery model • Proposal for efficiency gains in processes and baselines for centralization/ vertical integration • Proposal on Strategic Talent Framework aligning the proposed delivery model • Proposal on HR structure with clearly defined roles and linkages within the delivery model and with clients • Proposed framework to capacity build HR and clients in the proposed new models • Communication Strategy to roll out the proposed changes

Qualifications

  • An advanced university degree or Bachelor's degree with equivalent relevant experience in Human Resource Management, Organizational development or related discipline.
  • 10 years of HR business partner or HR generalist or business management experience supporting leaders in International Organizations
  • Experience in organizational design and change, succession planning, OD consulting, talent management, and research.
  • Ability to analyze data, understand trends and develop recommendations based on the analysis.
  • Effective communication skills, with the ability to work with senior leaders and a variety of stakeholders to drive organizational change.
  • Ability to work with multiple teams in a multi-cultural environment.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Timeframe – 3 months

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
