Result of Service

Papua New Guinea strengthened its response to transnational organized crime and corruption by ensuring adequate resources and protections are provided to anti-corruption agencies. - Gaps and challenges to attaining and maintaining political will to combat corruption and transnational crime in PNG are identified.

PNG authorities increased the number of money laundering, corruption and other financial crime cases investigated and prosecuted; the amount of assets recovered nationally is increased; and the use of conviction and/or non-conviction-based forfeiture powers is increased.

Empowered PNG authorities manage seized assets confidently, efficiently and effectively while being able to target sectors highly-vulnerable to corruption for law enforcement activity. - Assistance to the establishment of an effective regime for the management of seized assets is provided.

Duties and Responsibilities

Background of the assignment

The assignment is part of the Papua New Guinea (PNG) Fairness and Accountability Now bilong Gutpla Sindaun (FANGS) Project. As part of PNG’s effort to combat transnational crime and to strengthen the rule of law, the FANGS Project aims to strengthen the country’s ability to detect, disrupt, and successfully prosecute corruption, money laundering and related offences, e.g. bribery of PNG officials. The project is funded by the United States of America to a value of USD 4 million over 3 years.

The UN is mandated to support efforts to ensure that institutions have strengthened systems and capacities to perform their functions, roles and responsibilities in support of good governance, service delivery, democracy, peace and security. These efforts are essential to achieving the Sustainable Development Goals (SDGs). Importantly for this project, SDG 16 is about promoting peaceful and inclusive societies, providing access to justice for all and building effective, accountable and inclusive institutions at all levels.

Human rights, peace, security and development are at the core of all UN development activities. This project engages directly with human rights issues by promoting good governance, public sector integrity, diversity and inclusion.

Specific tasks to be performed by the consultant:

  • Manage the FANGS Project under the overall guidance and leadership of the UNODC PNG Officer-in-Charge.

Detailed activities will include managing, leading or contributing to:

  • Conduct a rapid political economy analysis to understand in depth corruption and transnational crime dynamics in PNG.
  • Support the Interagency Law and Order Advisor (ILOA) to carry out their duties.
  • Mentor and advise anti-corruption and other relevant agencies on financial investigations, prosecutions and the conduct of strategic and operational activities using financial intelligence.
  • Procure necessary ICT equipment and services to meet the basic requirements of investigators to conduct financial investigations.
  • Encourage the adoption of an effective regime for the management of seized assets.
  • Provide assistance for the effective enforcement of anti-corruption laws in sectors highly vulnerable to corruption and transnational crime.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in the field of law, criminal justice, criminology, international relations, political science, economics, finance, business, commerce, management, information systems or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of 15 years of experience in managing projects in the public sector, international civil service or private sector or related experience is required. Experience in the fields of law and justice or anti-corruption is desirable. Experience living, working or researching in Papua New Guinea is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage. Knowledge of Tok Pisin is an advantage.
