You have:

  • Masters degree in Social Sciences: Business Administration, Public Administration, Organization Psychology, Sociology, Economics, Development Economics, International Relations, Human Resource Management or Organization Development.
  • Over 10 years relevant experience in human resources management.
  • Substantive experience in position classification as applied in the UN Common System, organizational design, position description drafting and job classification in general.
  • Knowledge of organizational design and position classification.
  • Expert knowledge of English.
  • Intermediate knowledge of another UN official language.

Purpose of consultancy

To contribute to reviewing and rewriting job descriptions in order to create a harmonized approach to outreach and recruitment, performance management, succession planning and career development across the three levels of WHO.

To ensure that job profiles, the newly developed career management framework and the new job catalogue in the new Business Management System (BMS) are aligned and integrated.

Background

The expected uses of the redesigned job descriptions include support for job clarity, the basis for job grading, support for career progression, calibration of training and development needs at different levels as well as the clustering of jobs into job families or groups. Position descriptions will also have the organisational hierarchy embedded in them through defined reporting relationships as well as the required trainings and professional certifications.

The project will also indicate the logical progression and clear demarcation between different job family groups, job families and position descriptions both within the Operational and the Public Health career streams, showing interconnections and potential cross-overs between the two career streams.

Deliverables

Carry out a comprehensive consultation across the three levels of the Organization to ensure that all relevant stakeholders are engaged throughout the process.

  • Identify existing problems and expectations in harmonizing position descriptions across the 3 levels of the Organization through discussions with the HR focal points and the senior management team.
  • Review current position descriptions to validate them on level and functions. Ensure consistency of functions, differentiation and standardization of grade levels within the same teams and across all Major Offices.
  • Collaborate closely with the BMS/HCM Team to ensure that new position description format and content are aligned with Workday job catalogue requirements, and that timelines are mutually understood.
  • Integrate the currently existing list of generic position descriptions with newly developed ones, based on the design needs and elements that have been identified,
  • Ensure that the content of standard position descriptions is concise and succinct, and can be used to create attractive vacancy notices that are meaningful to an external audience.
  • Ensure that the newly-designed position descriptions reflect the organisation’s values, culture and goals and that they are aligned with the career and learning paths initiative, the clustering of jobs into job families and job family groups as well as the key requirements that ensure movements across job families.
  • Identify training and development needs and provide inputs into a succession planning system by looking at potential linkages between performance management and succession planning to integrate newly designed processes into the overall career management framework.
  • In consultation with each Major Office, propose to integrate and harmonize job titles as well as content of similar position descriptions ensuring they have the same grade and requirements (e.g., trainings, experience and skills).
  • Ensure finalisation and approval of the new position descriptions through the support of a communication campaign as well as provide specific training for supervisors as required.

Remuneration:

Band level C - USD 10,000 - 12,500 per month.
