The least populated state in Brazil, Roraima is the territory most affected by the Venezuelan migration outflow. The influx of refugees and migrants have stressed the capacity of state and municipal government to deliver education, health, social assistance, water and sanitation services. Since 2018, UNICEF has an office in Boa Vista, the capital, and an outpost in Pacaraima, at the border, to ensure refugee and migrants children, adolescents and their families have access to their rights.

Crosscutting all UNICEF’s work is Social and Behaviour Change (SBC), which aims to empower individuals and communities, and lower structural barriers that hinder people from adopting positive practices and societies from becoming more equitable, inclusive, cohesive and peaceful. Drawing on various disciplines (from sociology and psychology to communication and behavioural economics), SBC encompasses any set of strategies and interventions that influences drivers of change and supports local action towards better societies. UNICEF has been a global leader on SBC – formerly Communication for Development (C4D) – for over 35 years.

Under the guidance of the Chief of Field Office in Boa Vista and the Communication Specialist in Brasilia, and overall supervision of the Chief of Communication and Partnerships, the consultant will support UNICEF in leveraging specific SBC interventions in Roraima. Throughout the 10-month period of the assignment, the consultant is expected to develop an integrated work plan with UNICEF programme sectors and be able to collect and synthesize qualitative and quantitative information and data to support better planning and evaluation of programmes, as well as production of evidence-based communication and community engagement activities. The professional will also monitor and assess the impact of the implemented activities to achieve measurable behavioural and social change resulting in the improvement of children’s rights and wellbeing.

Lastly, the consultant will recommend and develop appropriate reports and materials (including on capacity building and meetings with local authorities) to support UNICEF in fulfilling its dual mandate following the humanitarian and development nexus, ensuring part of the projects are systematized in order to seek sustainable solutions and integration to public policies.

CMAPS: Develop information campaigns to be executed by the implementing partners ADRA and Pirilampos through the Community Mobilization with Adolescents Participation Strategy (CMAPS), in accordance with UNICEF`s priority areas. The consultant will be responsible for developing and building key messages according to UNICEF’s mandate, revising materials developed by partners and plan dissemination strategy among refugees and migrants’ communities where CMAPS is active (to be executed by partners).

Information Point: Through data analytics, observation and qualitative analysis, assess the current situation of the Information Point in Pacaraima and propose strategy to transition it to the municipality, in dialogue with UNICEF and implementing partner. Organize two meetings to advance on the sustainability agenda of the strategy, one with UN agencies in Pacaraima and the other with the municipality. Additionally, while UNICEF transitions the Information Center strategy to the municipality’s responsibility in Pacaraima, the consultant is expected to provide technical support to municipal counterparts (nominated by UNICEF) to prepare the transfer process by organizing one meeting for knowledge exchange between actors now involved with the information center (UN agencies) and the Binational Affairs Department of Pacaraima. The final report will assist UNICEF’s decision-making process to define extent of support and funds needed to complete the transition sustainably.

Radio Super Panas: Ensure Super Panas Radio programme is in accordance with UNICEF’s children rights mandate and UNICEF priorities by supporting implementing partner in script development and revision as well as the review of the final audio file. The consultant will be responsible for quality assurance of 10 episodes, intervening specifically in two phases of the production process led by implementing partner Pirilampos (responsible for the preparation and recording of the show): script and the finalized episode. Additionally, the consultant will deliver the shows’ text description for YouTube.

Study on discrimination: Design a strategy to face discrimination in public services, with Education and Protection, through the Super Panas in Schools’ strategy, including a community mobilization campaign in schools. The document with the proposed strategy must be developed in alignment with UNICEF`s Education and Protection sections in Boa Vista, and according to inputs by the UNICEF study on xenophobia and discrimination (to be provided prior to undertaking activity).

Religious leaders: Promote two workshops with Adventists leaders in Roraima to engage community on health and Immunization. The group is engaged through implementing partner ADRA. The consultant will be responsible for proposing methodology and content of the meetings, as well as organizing the event (ensuring invitation and participation) in a space to be defined by UNICEF. Coffee break and other event needs (communication materials, stationery, etc) will also be provided by UNICEF, after approval.

Yanomami response:

  1. Assist in the production of UNICEF’s desk review of Yanomami culture and practices related to childhood by organizing two meetings with UNICEF staff and indigenous organizations. The consultant will propose duration and dynamic of the meetings, to take place on UNICEF office in Boa Vista or in the nominated indigenous organizations. Coffee break will be provided by UNICEF.
  2. Organize and implement a rapid assessment with caregivers at CASAI (in Boa Vista) about nutrition of under-5 children and a feedback session on UNICEF-supported services. The consultant will provide a methodology for each assignment to be approved by UNICEF prior to undertaking both sessions, which will take place in CASAI with support of implementing partner ADRA, which will also have the responsibility to nominate the participants.
  3. Build a 4h-training course on interpersonal communication for Health and WASH professionals working in the Yanomami response, both from federal government and implementing partners, at the Special Indigenous Health District Yanomami (DSEI-YY), CASAI and the pole bases in the Yanomami Indigenous Land. It must include theory and practical lessons. Structure needs to be approved by UNICEF prior to undertaking the assignment, which needs to be aligned to UNICEF’s guidelines on Social and Behaviour Change (SBC).

Work with programme areas: Develop a workplan for the work of SBC in the migration response in health, nutrition, WASH, education and protection, with priority actions per area for the subsequent 6 months, after consultations with UNICEF officials in Boa Vista.

WORK ASSIGNMENT 2

Assist in the production of UNICEF’s desk review of Yanomami culture and practices related to childhood by organizing two meetings with UNICEF staff and two indigenous organizations. The consultant will propose duration and dynamic of the meetings, to take place on UNICEF office in Boa Vista or in the nominated indigenous organizations. Coffee break will be provided by UNICEF.

Organize two meetings with UNICEF team involved in the Yanomami Response (four people) and two indigenous organizations (nominated by UNICEF) to collect inputs and feedback for the research conducted by UNICEF, according to the characteristics below

i. The first meeting must occur prior to production of desk review, to gather recommendations and expectations on the research.

ii. The second meeting will take place after first draft (which will be provided by UNICEF) is ready for presentation, in order to collect feedback.

The results of both meetings must be delivered in short narrative document (1-2 pages) highlighting main recommendations and follow up actions.

Through data analytics, observation and qualitative analysis, assess the current situation of the information point in Pacaraima and propose detailed strategy to transition it to the municipality, in dialogue with UNICEF and implementing partner. Organize two meetings to advance on the sustainability agenda of the strategy, one with UN agencies in Pacaraima and the other with the municipality.

a. Production of one Concept Note (3-5 pages) detailing context, situation (access to analytics and reports will be provided by UNICEF), lessons learned and proposal, with steps, to transition the current strategy to the Binational Affairs Department of Pacaraima.

b. One meeting organized at UN agencies level and one in person meeting at Secretariat level in Pacaraima. The consultant will propose duration and dynamic of the meetings, to take place on free and available Operation Welcome spaces or Municipal offices, in dates agreed with UNICEF Coordinator in Pacaraima. Consultant will be responsible for invitation and participation confirmation. Coffee break and other needs will be provided by UNICEF.

The consultant is required to propose a structure of the strategy for approval before its development.

WORK ASSIGNMENT 6

Develop information campaigns to be executed by the implementing partners ADRA and Pirilampos through the Community Mobilization with Adolescents Participation Strategy (CMAPS), in accordance with UNICEF`s priority areas, including content production, follow-up meetings with partners and an evaluation report of each campaign. More specifically, the consultant will be responsible for developing and building key messages according to UNICEF’s mandate, revising materials developed by partners and plan dissemination strategy among refugees and migrants’ communities where CMAPS is active (to be executed by partners).

Three campaigns implemented and shared by the CMAPS network, with short narrative report summarizing activities and results undertaken, with the respective materials attached, for each campaign.

Build a 4h-training course on interpersonal communication for Health and WASH professionals working in the Yanomami response, both from federal government and implementing partners, at the Special Indigenous Health District Yanomami (DSEI-YY), CASAI and the pole bases in the Yanomami Indigenous Land. It must include theory and practical lessons. Structure needs to be approved by UNICEF prior to undertaking the assignment, which needs to be aligned to UNICEF’s guidelines on Social and Behaviour Change (SBC).

Course must be delivered in written document and presentation (.pptx format). The document must include detailed methodology so the course can be replicated by UNICEF staff, while presentation is intended to the public.

a. Final narrative report of transition process, including lessons learned, roles of each public counterpart and next steps as defined in the meeting with municipal authorities and UN agencies.

TRAVEL PLAN: For the successful completion of the aforementioned deliverables, the consultant is expected to spend 12 days in Pacaraima during the assignments’ duration, divided in 6 two-way trips between Boa Vista and Pacaraima. The exact dates of travel will be defined together with UNICEF following the deliveries of the consultancy, respecting all conditions for proper planning and arrangements. Consultant’s travel costs should be included in the consultant’s fee.

MINIMUM QUALIFICATIONS REQUIRED

• A university degree in one of the following fields is required: social and behavioral science, social communication, sociology, anthropology, psychology, education, public relations or another relevant technical field.

• A minimum of three years of professional experience in one or more of the following areas is required: social development programme planning, communication for development, public advocacy, journalism or another related area.

• Work experience in humanitarian settings is required.

• Knowledge on children’s rights issues, including the Convention of Rights of the Child and the Statute of the Child and the Adolescent is an asset.

• Proven ability to manage relationships with partners, including government counterparts, local communities, adolescents.

• Strong writing and communication skills in Portuguese

• Strong communication and collaboration skills with experience in consensus building and in motivating cross-functional teams to meet ambitious project goals and timelines is highly desirable.

• Relevant experience in a UN system agency or organization is considered as an asset.

• Fluence in Portuguese and Spanish are required, English speaking and writing are assets.

General Conditions: Procedures and Logistics

  • UNICEF will provide the Consultant all required core equipment and material for fulfilling his duty, including computer. UNICEF will provide office space for consultative meetings when needed.
  • Consultant’s travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed;
  • Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  • The consultant will work remotely on a delivery basis.

Financial Proposal

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Insurance and health coverage

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

Restrictions

  • Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract;
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
