Purpose of Activity/Assignment:

The least populated state in Brazil, Roraima is the territory most affected by the Venezuelan migration outflow – since 2015, over 7 million Venezuelans have fled their country in Latin America`s biggest displacement movement in recent history. Over 888,000 refugees and migrants have entered Brazil since the beginning of the Government-Led Operation Welcome, the federal humanitarian operation that offers support to Venezuelan families in Roraima and Manaus (Amazonas).

The influx of refugees and migrants have stressed the capacity of state and municipal government to deliver education, health, social assistance, water and sanitation services. Since 2018, UNICEF has an office in Boa Vista, the capital, and an outpost in Pacaraima, at the border, to ensure refugee and migrants children, adolescents and their families have access to their rights.

Moreover, in Roraima, UNICEF has been working in coordination with Brazilian

at the national and local levels in the Yanomami emergency response as a member of COE (the Emergency Operation Center), a coordination mechanism leading the efforts among key ministries, state and municipal governments, civil society and indigenous organizations. Besides support consists in multidisciplinary health and WASH teams, nutritional and WASH supplies and equipment, UNICEF is engaging the entities involved in the Emergency Operations Center to ensure proper communication with the Yanomami, in accordance with IASC´s Accountability to Affected Populations (AAP) standards, and will work to ensure Yanomami are aware and can voice their views on the initiatives, both at CASAI and the communities.

UNICEF has scaled-up its interventions to respond to the humanitarian crisis focusing on immediate health, nutrition and WASH assistance in the capital Boa Vista and is preparing a second phase expanding the response to selected priority communities with focus on medium and long-term support.

Though providing humanitarian assistance remains a priority to ensure the access to rights of vulnerable populations in Brazil, UNICEF's dual mandate of humanitarian and development programming offers a unique perspective and is engrained in its institutional culture of fostering sustainability and complementarity. Strengthening national and local capacities and systems and ensuring equitable and inclusive delivery of social services is therefore factored into UNICEF's emergency response.

As largely known, the exposure to extreme stress factors – such as those encountered in humanitarian daily work – is a risk factor for mental health and social problems that directly impacts the welfare of staff and, therefore, the quality of the work delivered in the field. In general, mental health issues among humanitarian workers are worryingly high, demanding further prioritization to increase staff well-being.[1]

Scope of Work:

Under the guidance of the Chief of Field Office in Boa Vista and the HR officer in Brasilia, and in collaboration with the Emergency Manager, the consultant will create an evidence-based framework that will allow UNICEF managers and staff working in emergencies to better monitor, identify and manage well-being issues related to their humanitarian work.

The evidence-based framework in emergencies will help UNICEF monitor and assess stressors and other elements that impact on the mental health of UNICEF staff working in emergencies in Roraima but will be offered to staff to other emergency related areas in Brazil.

Throughout the two months assignment, the consultant is expected to develop an integrated work plan with UNICEF, as well as, recommend and develop appropriate tools and mechanisms to support the development of an evidence-based well-being in emergency framework and train managers to implement the proposed activities.

WORK ASSIGNMENTS OVERVIEW

1. initial report

1.1 Present a proposal of the consultancy to be carried out with (providing professional psychological assessments) definition of scope and monitoring tools to be presented for approval.

- Liaise with Regional Staff Counsellors LACRO and Staff Counsellor from CISMS to collaborate and deliver the work based on the UN Mental Health and wellbeing Strategy and UNICEF Mental Health & Wellbeing Strategic Priorities 2023-2025.

- Maintain and respect professional standards, including standards of confidentiality while providing services.

- Demonstrates safeguarding ethics and integrity.

1.2. DELIVERABLE

a. Develop and present for approval the Wellbeing in Emergency Workplan to be carried out with the priority actions, details of activities, timeline and expected materials to be produced.

2. Local staff emergency needs

2.1 Assess the current UNICEF Brazil staff emergency needs as well as the available procedures, rules and regulations in place in the Organization to create a baseline of main stressors and propose an action plan to address them for the validation of UNICEF.

2.2 DELIVERABLE:

The baseline shall be based on a 360o degree diagnosis based on inputs from at least 9 people represented by the Boa Vista/Pacaraima officers, Boa Vista chief of office, emergency manager, chief of territory and HR representative.

The results of those meetings must be delivered in a short narrative document (1-2 pages) highlighting main recommendations and follow up actions.

3. Well-being framework

3.1 Develop a well-being framework/protocol to be implemented by UNICEF over the year.

3.2. DELIVERABLE

a. Elaborate a framework with activities, tools, timeline and KPIs that can help UNICEF monitor and prevent the stress levels in emergency and prevent and respond mental health issues. To be approved and aligned with UNICEF senior management.

TRAVEL PLAN

For the successful completion of the aforementioned deliverables, the consultant is expected to travel for one week to Boa Vista (four days) and Pacaraima (one day) during the assignments’ duration to verify in loco the staff working conditions and stress factors. The exact dates of travel will be defined together with UNICEF following the deliveries of the consultancy, respecting all conditions for proper planning and arrangements. Consultant’s travel costs should be included in the consultant’s fee.

MINIMUM QUALIFICATIONS REQUIRED

• An advanced university degree in one of the following fields is required: Clinical psychology, counselling, social psychology and behavioural science.

• A minimum of three years of professional experience in one or more of the following areas is required: psychosocial support in emergency, mental health in emergencies.

  • Work experience in humanitarian settings is required.

• Knowledge on children’s rights issues, including the Convention of Rights of the Child and the Statute of the Child and the Adolescent is an asset.

• Strong writing and communication skills in Portuguese.

• Relevant experience in a UN system agency or organization is considered as an asset.

Undertake field visits (if/as required) to monitor education response activities, particularly related to programme implementation.

LANGUAGE PROFICIENCY

• Fluent in Portuguese is required, English speaking and writing skills are strong assets.

General Conditions: Procedures and Logistics

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • Consultant’s travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed;
  • Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  • The consultant will work remotely on a delivery basis.

Financial Proposal

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Insurance and health coverage

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

    Restrictions

  • Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract;

  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
