How can you make a difference?

Under direct supervision of Director Program Health & Nutrition and UNICEF’s Nutrition Specialist, in close coordination with other Ministry of national Health Services Regulation and Coordination (MoNHSR&C) and UNICEF relevant staff, support as Consultant for Maternal, Adolescent, infant and Young Child Nutrition (MAIYCN) in the developmental aspect and in humanitarian scenario. The consultant will also provide support to the ECD and other nutrition related programs in the country.

Management and advisory support the Director

  • Support Director Health & Nutrition Programs in preparing technical briefs related to status of malnutrition in Pakistan and other nutrition related issues with a focus on Maternal, Adolescent and child nutrition.
  • Support and facilitate the implementation of existing nutrition strategies (Maternal nutrition & adolescent nutrition) & development/ formulation of remaining policy documents, strategies related to MAIYCN in the country.
  • To facilitate in approval of policies, guidelines and strategies related to MAIYCN from MoNHSR&C (e.g., Breast Milk Substitute (BMS) federal legislation, and other legislations and strategies).
  • Support in the development of a way forward for BMS implementation and enforcement and setup a monitoring mechanism in this regard.
  • Support in the supervision of implementation of Multisectoral National Nutrition Action Plan (Nutrition Specific part)

Programme development and planning, monitoring and delivery of results

  • Support and facilitate working relationships with Ministry of Planning Development and Special Initiative (MoPDSI) in implementation of ECD (mainly Health & Nutrition Components of ECD nurturing care framework) program in the country in collaboration with UNICEF ECD Manager
  • Support the integration of wasting treatment in the UHC package and scaling up of services aligned with GoP commitment to GAP for wasting.
  • Provide support to conception, planning, implementation, and coordination of the SBC component of the MAIYCN at federal level.
  • Support & coordinate on nutrition DHIS 2 module planning, programming & implementations by the provinces
  • The consultant will make national/provincial nutrition updates/brief on monthly basis for wider dissemination to the stakeholders.

Advisory services and technical support

  • Prepare and provide the needed documents for regular reviews of nutrition programs
  • Stock taking of supplies from provinces on quarterly basis for reporting in various data information system
  • Support ministry on the Vitamin A Supplementation (VAS) program .
  • Advocacy, networking, and partnership building
  • Support and facilitate working relationship with Ministry of Poverty Alleviation/BISP to ensure quality of nutrition services in the Benazir Nashonuma Program.
  • Organize federal Technical Advisory Group (TAG) meetings for MAIYCN, including Infant Feeding Board (IFB) and provide technical support to provinces as well.
  • Support Director Health & Nutrition Programs in Planning, coordinating and execution of nutrition workshops, including Global Breastfeeding Weak (GBW) and other nutrition related coordination forums and related matters
  • Develops and maintains productive relationships with organizations and bodies who are directly involved in providing nutrition services / programs at national and provincial level
  • To organize activities in close coordination of Provinces under supervision of Director Health & Nutrition Programs regarding MAIYCN at all level.
  • Any other task assigned by supervisor

Tasks

  • Monthly national/provincial updates/ briefs on MAIYCN nutrition.
  • Monthly activity report
  • Minutes of meetings
  • Event Reports/ Proceeding of the workshops/ Trainings/ Meetings.

Deliverables

  • Monthly brief submitted to UNICEF & MONHSR&C
  • Consultant’s monthly activity report submitted to UNICEF & MoNHSR&C
  • Monthly summary of minutes of meeting with key actions submitted to UNICEF & MONHSR&C
  • Training reports/ workshop reports submitted to UNICEF & MONHSR&C

To qualify as an advocate for every child you will have…

  • *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Master’s degree in human nutrition, Public Health Nutrition or MBBS with MPH (Nutrition focused).
  • Minimum 6 years of relevant experience in Nutrition Health, and development sector with specific experiences with in health sector on broad ranges of nutrition specific interventions
  • Previous experience with government/development partners at senior levels
  • Proven skills in communication, networking, strategic thinking, advocacy, negotiation, and ability to relate to tradition and culture.
  • Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills.
  • Proven ability to write briefs, concept notes, nutrition updates.
  • Strong communication and interpersonal skills.
  • Ability to work independently and as team work to deliver quality results with limited supervision.
  • Fluency in English.

Candidates are requested to submit their daily/lumpsum fee for the consultancy with the application.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
