Job Description

Refugee.Info is an innovative, first-of-its-kind project that harnesses social media to connect with refugees and asylum-seekers, listen to their questions, and provide information. Refugee.Info (RI) is the European instance of Signpost, a joint initiative launched in Greece by the International Rescue Committee and Mercy Corps in 2015 at the height of the European refugee crisis.

Purpose of the Assignment

We are looking for a lawyer-legal consultant to support two-way communication with users by providing accurate responses for legal/asylum and other matters, as well as building content for our website and social media. SCOPE OF WORK

Specific objectives of the assignment

● Provide technical support on legal matters addressed via the Refugee.Info platform/ social media channels

● Reply to legal procedures-related messages and comments received on the Refugee.Info website and/or social media channels with the help of a team of experts and moderation guidelines

• Draft, review, and update legal articles related to refugee law, as specified in the national and European law provisions regarding the asylum seekers’ rights in terms of their access to asylum, the reception conditions, the special procedural guarantees during the asylum process, their access to medical care and mental health services, education and work

• Provide technical support and legal consultation on legal requests with a special focus on the vulnerable asylum seekers’ groups (UASC, survivors of torture, human trafficking or other forms of gender-based violence, pregnant women, etc.)

• Make referrals for people in need of legal representation to proficient civil society actors, using the appropriate referral forms, adjusted to the PoC’s special needs and requests.

• Keep up-to-date with all legislative changes and update the database of legal articles accordingly.

• Maintain close collaboration with the other Refugee.Info team members so as to collaboratively collect material from good and bad practices encountered during the asylum procedure by state and private actors, as communicated by PoCs to the Refugee.Info team for advocacy purposes.

• Analyze information gaps amongst refugee/asylum-seeking populations to foster future content creation.

• Collaborate with colleagues to develop detailed well-researched answers.

Timeframe

Duration: April-November 2025

The consultancy involves approximately 40 hours of work per month, with a total of around 320 hours over the full duration.

Application Process and Requirements:

This call for consultants is open to both individuals and groups of consultants who meet the required qualifications and possess the necessary expertise. All applications should be submitted through the IRC Portal. Applications by a group of consultants should be submitted in a single application.

Application Documentation:

• Curriculum Vitae/s: updated Curriculum Vitae/s, highlighting your key expertise, relevant experience, and a comprehensive list of performed and/or published research/publications/analysis.

• Proposed Methodology (summary): Prepare a concise one-page document summarizing the key points of the approach you would employ in conducting this assessment. This should outline your proposed methodology, data collection techniques, and any other relevant aspects that demonstrate your understanding of the project requirements.

• Anticipated Compensation: Provide a clear indication of your anticipated compensation for the assignment. This should include a breakdown of fees and any additional expenses associated with the consultancy.

Agreement and payment terms

The specific type of agreement will be determined and mutually agreed upon by the selection of the appropriate consultant/group of consultants for the project. The payment terms will be set with payment due within 30 working days upon the completion and submission of the final deliverable by the consultant/group.

IRC will reserve the right to the final publication of the assessment outcomes. Given the sensitive nature of the work and the need to maintain confidentiality, a Non-Disclosure Agreement (NDA) will be signed between IRC and the selected consultant/group of consultants. This ensures that all parties involved are committed to safeguarding the confidentiality of the data, findings, and other relevant information throughout the engagement.

The specific details of the agreement, including the scope of work, timelines, deliverables, intellectual property rights, and any other pertinent provisions, will be negotiated and outlined in the contractual agreement to ensure clarity, transparency, and mutual understanding between IRC and the consultant/group of consultants.
