Background and Scope of Work:

UNICEF Angola aims to hire a consultant to support Institutional Coordination of the Social Protection Sector (Angola) as part of and the Joint Project implemented by ILO and UNICEF on Improving Synergies between Social Protection and Public Finance Management- SP&PFM Programme. The main objective of the consultancy is to work with partners to operationalize and strengthen the existing national committees and coordination mechanisms responsible for the implementation of the social protection policy and programmes. Additionally, the consultant is expected to develop key tools and to promote capacity-building activities for the implementation of the National Social Action Policy, and the coordination of the stakeholders involved.

The European Union-funded SP&PFM Programme aims to support the government in (i) supporting the adoption of a Social Protection Policy, through an Assessment Based National Dialogue (ABND) process; (ii) Improving coordination of the social protection system; and (iii) strengthening the capacity of public institutions to improve budgeting and delivery of social protection services. This project aims to contribute towards the strengthening of the Social Protection sector in Angola. The work of the Individual consultant will be supervised by UNICEF Chief of Social Policy in coordination with UNICEF Social Policy Specialist (Public Finance).

The Individual Contractor will:

  1. Develop a comprehensive map of the institutional and legal context and the coordination mechanisms in social protection in Angola;

  2. Support the development of the framework and legal institutional documents for strengthening coordination, with key stakeholders including CSOs, private sector/banks and development partners; SP&PFM Map the coordination mechanisms in social protection and evaluate them through a SWOT analysis or similar methodology;

  3. Develop and test terms of reference, operational tools, and procedures for linking existing committees and support the function of the National Social Protection Committee (to be established), the tools and operational procedures for liaison between the councils;

  4. Provide technical support for the operation of the National Social Protection Committees, such as support to promote and facilitate social dialogue, inter-ministerial dialogues, training and exchange of experiences.

(1) Detailed report covering the results of the mapping of coordination mechanisms in social protection and evaluation using SWOT analysis or similar (presented to and validated in stakeholder Workshop).

  1. Support the development of the framework and legal and institutional documents for strengthening coordination between the different committees, institutions, and social protection programs, with the key stakeholders including CSOs, private sector/banks and development partners.

(1) Detailed report with proposal for an architecture for a multisectoral National Committee for Social Protection developed and discussed with partners;

(2) Detailed report with mechanisms of articulation between social protection institutions and programmes developed and tested (incl. Poverty Reduction Programme)

3) Develop jointly with key partners the required normative standards to support the functioning of the multisectoral national Committee (e.g. law, presidential decree, or similar document)

1) Detailed report of the technical support to the National Social Protection Committees which includes facilitation of social dialogue, trainings, and exchange of experiences

2) Facilitate Validation Workshop of the legal and institutional documents and the operational tools to support the function of the National Social Protection Committees

3) Facilitate a 5-day exchange visit to Mozambique focused on the social protection mechanisms and elaborate detailed report

To qualify as an advocate for every child you will have…

  • A Masters in Management, Economics, Public policy, Social Policy, or related development sector area.
  • Candidate should have a minimum of 08 years of professional experience in public policy and/or public finance, particularly in the field of social protection, preferably with direct experience and/or providing technical advisory in the coordination and implementation of programmes in the social sector (preferably social protection programmes).
  • Fluency in English and Portuguese is essential
  • Working experience in Angola (minimum 5 years) is desirable
  • Work experience in both central and decentralised levels will be preferred, with particular focus in the social protection sector.
  • Willingness to immediately take up the assignment.

Terms of Payment: The consultant will be paid an all-inclusive fee (transportation costs, stationary, communication and other miscellaneous expenses) as per the stipulated deliverable and payment schedule.

Contract Duration: 90 working days
