Result of Service The Consultant(s) will be responsible for the development and implementation of the technical content of the course "Innovation in the Public Sector", which will be delivered in the distance learning modality (synchronous virtual workshops) and elaborated based on the 2030 Agenda, the New Urban Agenda, and UN-Habitat mandate.

The course "Innovation in the Public Sector", along with the other courses that will be offered makes up the second stage of the project and aims to enhance the municipal capacity for promoting sustainable urban development and supporting the collective construction of better cities for the present and future generations.

The course will be offered via an online platform, with synchronous activities, and it is aimed particularly at public managers, decision-makers, stakeholders in general, and technical staff involved in the public policy cycle (formulation, implementation, monitoring and evaluation).

The specific goals of this course are: (i) to impart basic concepts about public innovation and digital governments; (ii) train the participants with innovative and dynamic methodologies for innovation; (iii) prepare the participants to use new, agile and creative methodologies for public policy design and implementation; (iv) share models and strategies for smart cities projects; and (v) prepare the municipal teams for innovation challenges.

The Consultant (Innovation in the Public Sector) must, among other essential activities for the elaboration of the course: (i) define the didactic-pedagogical project of the course, including the syllabus, general and specific objectives, methodology, structure and format, competencies, contents, and skills to be developed in each module; as well as the duration of the course and workload of each module in collaboration with the UN-Habitat team; (ii) elaborate the technical content of the didactic materials; (iii) suggest additional didactic materials, as needed; and (iv) evaluate the knowledge acquired by the participants.

The Consultant will work in close collaboration with the operational and technical teams of UN-Habitat office in Rio de Janeiro.

Expected duration The consultancy has an expected duration of two (2) months.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient, and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies.

UN-Habitat is implementing a project with UNDP (United Nations Development Programme) that aims to improve the integrated urban and territorial planning among the intermediary cities prioritized by SUDENE (Superintendence for the Development of the Northeast) based on the principles of the 2030 Agenda and the New Urban Agenda. Through a partnership with UNDP and SUDENE to improve institutional and technical capacities of 52 cities on sustainable territorial and urban development, UN-Habitat is now setting up training modules for public sector capacity building in the 52 municipalities.

In order to properly implement this project, the Consultant (Innovation in the Public Sector) is required to ensure a good execution of the work programme.

Report to UN-Habitat Manager

The Consultant (Innovation in the Public Sector) will report to the National Officer for Brazil, who will evaluate them (him/her).

Responsibilities

Under the overall supervision of the National Officer for Brazil and the Programme Coordinator, the Consultant (Innovation in the Public Sector) will:

  • Define a Work Plan including the methodologies that will be used for the conduction of course/workshops.
  • Prepare all materials necessary for the conduction of the course/workshop, including script, PPT presentations and handouts.
  • Submit materials in booklet format previous to the conduction of training/workshop;
  • Hold bilateral meetings with UN-Habitat support team.
  • Conduct dialogues with other partners and experts, if requested and when necessary.
  • Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project partners.
  • Conduct an evaluation based on evaluation forms and activities received from participants.
  • Facilitate the training/workshops.
  • Provide technical advice and support to participants during the training/workshops.

The activities will be carried out under the technical supervision of UN-Habitat and will take place remotely.

The Consultant will be responsible for completing all courses and training activities that are indicated to them (him/her) by their (his/her) supervisor.

The Consultant will be responsible for their (his/her) own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment

The Consultant (Innovation in the Public Sector) will be expected to include the following contents in the course: i. Concepts, principles, and visions of innovation in the public sector, including digital governments and digital transformation. ii. Methods and systems for innovation applied to the public sector. iii. Methods and systems for creative and participatory public policy design. iv. Concepts, principles, and implementation strategies for smart cities projects. v. Preparation for innovation challenges, including concepts of innovation projects, open innovation and innovation networks; and vi. Practical exercise: construction of innovation pilot projects.

The Consultant (Innovation in the Public Sector) will be responsible for the following tasks: i. Prepare the didactic material to support the learning process of the participants, following the structure and format of the course modules. ii. Prepare activities aimed at the verification of learning (evaluative activity). iii. Define any additional didactic material needed, such as reference publications, audiovisual products, or any other complementary resource. iv. Conduct the course in the platform designated for the purpose of the module training; and v. Participate in meetings with the UN-Habitat team and other partners.

The Consultant must participate in meetings with the local team of UN-Habitat and other partners which are essential for the development of the course. The definition of the Work Plan for the implementation of this Consultancy may include other activities beyond those indicated in this Term of Reference and all stages of the course design process, from its conception to the validation and approval of the materials in their final version will be coordinated by UN-Habitat.

The Consultant will deliver the following products:

Product 1: Work plan and syllabus Description: Work plan containing the definition of the didactic-pedagogical project of the course, course syllabus, general and specific objectives, methodology, structure and format of the course modules, bibliography, content, and skills to be developed in each module. The course will be delivered in ten (10) sessions of two (2) hours each, delivered in five (5) working days. Expected delivery date: 5 days after contract signature.

Product 2: Technical preliminary content of the course "Innovation in the Public Sector" Description: Compilation of presentation and handouts including the contents of the course and the method of evaluation that will be applied. Expected delivery date: 10 days after contract signature.

Product 3: Final report of the course and student evaluation results report Description: Delivery of participant's grades referring to the evaluation activities, overall achievements of the training module, presentation of course evaluation report. Expected delivery date: one week after the conclusion of the course

Timeframe

The training shall be expected to be completed in five (5) working days, divided into 10 sessions of training/workshops of two hours each (total: 20 training hours). Five (5) days after signing the contract the trainer/facilitator will have to provide the plan for implementing training/workshops that will articulate the overall requirements of the ToR including proposed methodology, work plan with clear timelines, and division of labor.

Qualifications/special skills Skills:

¿ Excellent speaking, writing and proof-reading skills in Portuguese is required; ¿ Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines are required; ¿ Good presentation skills; ¿ Ability to communicate in a clear language.

Academic Qualifications:

Required: ¿ Bachelor’s Degree in Public Administration, Architecture, Urban Planning, Public Policies, International Affairs, Law or related fields is required. ¿ Postgraduate Degree (Lato Sensu or Stricto Sensu) in Public Policies, Public Administration, Urban Sustainable Development, or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement.

Experience:

¿ A minimum of four (4) years of experience relevant to the theme is required; ¿ Experience in capacity building and/or professional training in the public sector is desired; ¿ Experience in public innovation, governments or civil society organizations is an asset; ¿ Previous experience within the UN System would be considered an added advantage.

Language:

¿ Fluency in Portuguese is required; ¿ English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.

Knowledge Management

¿ The Consultant must know the processes, procedures, and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The Consultant will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ¿ The Consultant must know the office filing system, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The Consultant will prepare databases related to the project running. ¿ The Consultant will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The Consultant will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

¿ Professionalism: Experience working in inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development. ¿ Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. ¿ Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. ¿ Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the mainstreaming of vulnerability; willingness and ability to work in difficult environments.

Additional Information Remuneration

SB-4/1 (UNDP Brazil Salary Scale, Part-time - 75%)

The consultant will receive a total amount of BRL 17.986,68 according to the following schedule: ¿ Payment 1 (25%): Upon delivery and approval of Product 1 (BRL 4.496,67) ¿ Payment 2 (40%): Upon delivery and approval of Product 2 (BRL 7.194,67) ¿ Payment 3 (35%): Upon delivery and approval of Product 3 (BRL 6.295,34)

Travel details

The Consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Note: During the COVID-19 pandemic quarantine, travel is not advised.
