Duties and Responsibilities

The UNODC Global Programme on Crimes that Affect the Environment (GPCAE) provides technical assistance to Member States to support their efforts in preventing and combating crimes that affect the environment. In collaboration with UNODC Regional Offices and other Global Programmes, GPCAE is working with law enforcement authorities to ensure that crimes in the field of forestry, fisheries, mining, waste and wildlife, and other related crimes, are treated as serious transnational organized crime. In this context GPCAE has developed several tools to support investigation and prosecution of crimes that affect the environment such as the Rapid Reference Guides. Rapid Reference Guides” (RRGs) or “Points-to Prove Guides” lay out the different points and steps required to build strong cases against perpetrators, set out the ancillary powers available to court members and provide guidelines to assist investigators and prosecutors with the drafting of charging documents, among other objectives. The RRGs foment the exchange of information between investigators and prosecutors to ensure that those investigating are collecting the information required by the prosecution to build a solid case. These tools are designed to improve the quality of investigations and prosecutions linked to wildlife, forest crime and related offenses. The development of an online version of the RRG is essential to combat wildlife and forest crime. It will allow investigators and prosecutors to access the latest legislation and relevant resources needed to effectively investigate and prosecute these crimes. This will lead to more successful prosecutions and a greater chance of deterring future wildlife and forest crime. The Consultant will be in charge of developing a secure platform to allow consultation of RRGs in Latin America, Africa and Southeast Asia.

Qualifications/special skills

 An advanced university degree (Master’s degree or equivalent) in information technology or in a closely related subject is required; A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.  A minimum of 10 years of professional experience in information technology, maintenance and administration of software solutions and information systems (web sites, portals, systems, and/or applications) and in planning, design and implementation of software solution or related areas, is required;  Experience in project management related to the implementation of software solutions is desirable;  Experience working with the United Nations or a similar international organization is desirable;

Languages

 English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another United Nations Language is an advantage.
