Result of Service - Coordination:

Participate in and support relevant information management working groups in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards; engage with counterparts to ensure that information activities are coordinated and consistent; provide training and expertise on the use and development of information management tools and platforms to OCHA staff and humanitarian partners; advocate for the use of data standards and common platforms, and for the open exchange of information.

  • Content Management

Manage content on relevant information systems and web platforms and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on to facilitate information collection, management, sharing, analysis and interoperability.

  • Data Analysis

Lead the technical maintenance and updating of the SEA Risk Overview (SEARO) – an Excel-based composite risk index - in accordance with written guidance, including sourcing data, updating indicators in MS Excel, checking formulas and overall quality control, carrying out a statistical validation, and updating user guidance and methodology documents; consolidate feedback on the index’s methodology and design to feed into regular updates of the index

Develop and publish analysis, visualization and explanatory documents to support the launch and adoption of the SEA Risk Overview (SEARO).

Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis.

Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development, implementation and management of new indicators, together with its accompanying data; understand, document and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability.

  • Data Visualization

Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials; produce and update high-quality map products and online services.

Duties and Responsibilities Background

In 2022, the IASC endorsed a five-year strategy on Protection from Sexual Exploitation and Abuse and Sexual Harassment. Given the range of actions implemented system-wide over the past years, the Strategy identifies elements to improve a victim-centered approach, promote positive change, strengthen system-wide investigations capacity, and support in-country networks. The Strategy contains nine actions with ambitious targets against three main commitments. In addition, OCHA revised its SOPs for PSEA and sexual harassment, highlighting the unique role OCHA plays in acting as the honest broker, facilitator and coordinator of a harmonized approach to prevention and response.

The Consultant will provide support, guidance and advice to the IASC and OCHA in the field of information management to contribute towards the prevention of and response to sexual exploitation and abuse (SEA) and sexual harassment. The Consultant will also provide support to the broader IASC secretariat.

Organizational Setting and Reporting Relationships:

This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Geneva, Switzerland. Hybrid in-office and home-based work within a time zone of +/- 1 hour of Geneva may be considered. The Information Management Officer reports to the Deputy Chief of the IASC secretariat and the Senior Coordinator for PSEAH of the IASC secretariat.

Responsibilities: Within delegated authority, the Consultant will be responsible for the following duties:

  • Coordination:

    Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in information management, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems & mapping, data visualization, or other related area is required. Strong experience with MS Excel is required. Knowledge of statistics is required. Experience with composite indices is desirable. Experience managing information in disaster response or complex emergencies is desirable. Relevant experience within the UN system or an international organisation is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
