PURPOSE OF THE POSITION

This consultancy will support the WHO Cambodia (WCO) Incident Manager for COVID-19 with overall Incident Management System (IMS) operational management on partner communications and coordination and overall information management related to COVID-19 response in Cambodia.

DESCRIPTION OF DUTIES

Under the supervision of the WHO Health Emergencies Programme (WHE) Team Lead, jointly with the COVID-19 Incident Manager, the consultant will support both WHE technical functions on the COVID-19 response, in particular contribute to the WCO IMS on the information and planning pillar, and support partner engagement functions of the WHO Country Office.

The consultant will be responsible for delivering the following:

  • Information and planning under IMS • Manage COVID-19 case reporting database (cases, tests, ILI/SARI, EBS) and verify data quality (validation) • Assist surveillance team with weekly multisource surveillance stage assessment, risk assessments and weekly analyses of effectiveness of interventions, and any other ad hoc analyses • Contribute to the local preparedness team by supporting capacity building missions to provinces on public health response measures • Coordinate and oversee the translation and distribution of WHO guidelines, key documents as well as non-pharmaceutical measures, laws and related announcements by MOH • Manage information for WHO, MOH and partner COVID-19 response activities including managing the COVID-19 document repository • Collate and produce regular situation reports and related documents including presentations and other information products and templates • Support the IM and WR on any information-related functions for the response including development of briefing notes, meeting minutes, and reports.

  • Partner coordination • Collect, manage and analyze all data and information from partners, including maintaining the partner capacity matrix • Manage and coordinate the COVID-19 technical operational partners meeting including the preparation of materials, reports, presentations, and note-taking • Liaise with various partners and support COVID-19 IM with COVID-19 information sharing. • With PMO team, support operational partner's platform and preparation of donor funding reports, progress reports, partner collaborations, and donor profiles.

REQUIRED QUALIFICATIONS

Education

Essential: University Degree in Public Health, Health Sciences or International development or related field.

Experience

Essential: Minimum of five years of experience in coordination and project management Desirable: Relevant experience in coordination and project management working with international NGOs, development partners, WHO or the UN system is desirable.

Use of language skills

Essential:Written and spoken fluency in English.

Skills and knowledge

Knowledge and skills in developing communications materials and approaches including data management and analysis for information dissemination.

Phnom Penh, Cambodia

Travel

Domestic travel to Cambodian provinces as needed
