Overview

Coordinate human rights initiatives and e-learning modules.

You have:

  • An advanced university degree in human rights law, international relations, political science, or related field is required.
  • A first level university degree plus two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least five years of work experience related to peace, justice, sustainable development, human rights and rule of law is required.
  • Experience in developing knowledge hubs and e-learning modules/training is required.
  • Experience in writing or editing documents for the United Nations on relevant topics is desirable.
  • Fluency in oral and written English, French, and Spanish is required.
  • Knowledge of another official UN language is an advantage.

Result of Service

Launch and maintain the human rights knowledge portal; New e-learning modules on human rights topics developed and launched, while ensuring consistency and high quality; Comprehensive reports on UNODC’s human rights achievements submitted to the Call to Action, and the Inter-Agency Network on Human Rights, as well as UNODC Senior Management; Regular monitoring of UNODC’s Human Rights Pledge, with clear recommendations for action; Enhanced collaboration with OHCHR, with joint initiatives and events documented; Technical reviews of UNODC guidance notes completed, with detailed feedback provided; Finalized and disseminated key human rights resources.

Duties and Responsibilities

The UNODC Strategy 2021-2025 underscores the Office's commitment to human rights across its various mandate areas. The Strategy embeds human rights as a cross-cutting theme into all its programmes, spanning normative and policy work, research and technical assistance delivery. Moreover, the Strategy underscores our commitment to human rights, gender equality and the empowerment of women, as well as the protection of children and harnessing the transformative power of youth. It lays out a people-centered approach to achieving sustainable improvements in the lives of the most vulnerable, including people with disabilities. In implementing its mandates and supporting States to address crime, corruption, drugs and terrorism, and in coordination with the entire United Nations system, we work systematically in upholding human rights through our programmes and activities throughout the world. We work with justice institutions and other actors in the criminal justice system, while paying particular attention to adherence with human rights. Under the direct supervision of the Drug Control and Crime Prevention Officer, and in close consultation with relevant substantive officers within UNODC, the consultant will: Coordinate input from various substantive officers within UNODC, and convene internal meetings as required; Lead the coordination and design of UNODC Knowledge Portal on Human Rights, which includes close inter-divisional coordination with substantive officers across the house, and the provision of technical expertise on rule of law and justice issues; Undertake technical research and mapping exercises to identify existing tools and resources within the UN system, as well as UNODC that supports mainstreaming human rights and leaving no one behind, with a view to building a repository of knowledge on human rights and providing expertise to colleagues both in Vienna and the Field; Plan and design innovative approaches and coordination efforts to disseminate the UNODC e-learning modules on human rights and the work of UNODC, as well as other relevant guidance tools; Participate in survey and mapping initiatives; assists with the development, management, operation and maintenance of a human rights share point/ databases, systems and networks, assists with the collection of tools; reviews, analyses and interprets responses, identifies problems/issues and prepares preliminary conclusions; Facilitate and coordinate various initiatives and training activities related to mainstreaming human rights and risk assessment into UNODC programming; Provide inputs in the coordination of various briefings, reports on human rights and rule of law related issues, while providing technical and subject-matter expertise; Represent UNODC at Inter-Agency meetings and coordinate internal input from the Human Rights Focal Point Network; Lead and coordinate the compilation of input to reports, briefing notes, speaking points on technical matters such as organized crime, terrorism, corruption, human rights and criminal justice.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in human rights law, international relations, political science, or in a related relevant field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least five (5) years of work experience at the international or national levels on issues related to peace, justice, sustainable development, human rights and rule of law. Experience in developing knowledge hubs and e-learning modules/training. Experience in working on relevant UNODC mandate areas, including on human rights. Experience in writing or editing documents for the United Nations, preferably on topics related to the mandates of UNODC, is desirable; Capacity to work independently and with minimal supervision

Languages

English and French are the working languages of the United Nations. For this post, fluency in oral and written English, French and Spanish is required. Knowledge of another official United Nations Secretariat language is an advantage.
