How can you make a difference?

The Programme & Planning Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an individual consultant to provided sampling related technical assistance to MICS and other household surveys in EAP. Work Assignment, Expected deliverable and Delivery schedule:

Under the supervision of the Statistics and Monitoring Specialist (& Regional MICS Coordinator), the household survey sampling consultant will:

1. Assignment: Provide in-country or remote support to review or develop the sampling plan for MICS as per MICS standard, and other household surveys as per international standards.

Expected deliverable 1: Sample Design finalized for FSM, Samoa, Tonga, and Vietnam.

Delivery schedule: November 2023 to October 2024. 2. Assignment: Review or perform sample selection for MICS and other household surveys

Expected deliverable 2: Sample Selection finalized for FSM, Samoa, Tonga, and Vietnam.

Delivery schedule: November 2023 to October 2024.

3. Assignment: Support household listing activities

Expected deliverable 3: Household listing successfully completed in FSM, Samoa, Tonga, and Vietnam.

Delivery schedule: November 2023 to October 2024.

4. Assignment: Support household listing activities

Expected deliverable 4: Household listing successfully completed in FSM, Samoa, Tonga, and Vietnam.

Delivery schedule: November 2023 to October 2024.

5. Assignment: Technical guidance and support with calculation and finalization of sample weights, sampling error and sampling annex chapter.

Expected deliverable 5: Sample weight calculations, sampling error estimation and sampling annex chapter for Mongolia, Nauru and Vanuatu finalized.

Delivery schedule: November 2023 to October 2024.

The Consultant will prepare a monthly or bi-monthly report on activities undertaken and completed against the deliverables.

Duration of Contract: 1 November 2023 – 31 October 2024

The contract duration is kept for one year based on availability of funds and will be extended based on one additional support request and availability of funds.

Duty Travel: The consultant will be expected to travel to countries (countries to be determined) and to attend/facilitate sampling sessions/workshops.

Academic Qualifications

• At least a Master’s Degree or equivalent in Demography, Statistics, Epidemiology, or any other related technical field with special expertise in household survey sampling is required.

Professional Experience

• At least 8 years’ of experience in designing samples for household surveys (experience in countries without recent census information highly desirable).

• Demonstrated training experience.

• Experience of working in developing countries.

• Excellent oral and written communication in English.

• Excellent communication and interpersonal skills.

• Ability and willingness to travel to all countries across East Asia and Pacific and European Central Asia regions.

Specific Experience

• Must be familiar with the sampling methodology of MICS and/or Demographic and Health Surveys (DHS).

Other competencies

• Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with national partners.

• Demonstrated leadership, managerial and supervisory ability.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
