The UNICEF work modality experience of the Covid-19 pandemic served as a catalyst for potential long-term remote work independent of office locations. A more flexible work modality can offer more competitive employment conditions, with increased productivity and staff engagement, as well as potential cost-savings.

The consultant will develop a flexible “anywhere” staff contractual arrangement that is a standardized, location-independent UNICEF contractual arrangement/appointment modality for international professionals (IP) staff category. The new staff contractual modality will be part of UNICEF’s toolkit to be ready for the Future of Work, offering a competitive international civil service (staff member) appointments for job functions and roles that do not contain an inherent, location-specific job requirement, or that can be performed from anywhere meeting some collaboration requirements (e.g. within reasonable time-zone deviations).

How can you make a difference?

The specific tasks will involve as follows:

  1. Review existing regulatory instruments governing staff member appointments (United Nations Staff Regulations, Staff Rules, International Civil Service Commission standards);
  2. Draft a new, location-independent staff contract modality;
  3. Prepare a summary table of applicable entitlements and linkages to existing UNICEF policies, policies on mobility and rotation;
  4. Provide a summary of criteria to consider for such a location-independent work modality;

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in HR, Law, Public Administration or a related field is required.

  • At least 7 years’ experience in a UN HR or legal setting, with focus on policy development and drafting, and full familiarity with the UN regulatory framework (UN Staff Regs, UN Staff Rules, UN civil service salaries, benefits and entitlements, and the International Civil Service commission (ICSC)’s mandate is required.

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Requirements

The proposal from the consultant should include daily rate (in US$) to undertake the terms of reference. At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
