*Goal and Objective*****:

The main objective of this consultancy is to develop a consolidated National Hand Hygiene Promotion Manual, to be used by practitioners in hand hygiene education and promotion in Lesotho.

The specific objectives expected are as follows:

  • Develop a comprehensive standard national hand hygiene promotion manual building on available hygiene promotion materials developed and used by different Water, Sanitation and Hygiene (WASH) stakeholders in Lesotho in consultation with all relevant stakeholders. The manual should provide suitable hygiene promotion approaches for different settings.
  • Define minimum hand hygiene standards that are endorsed to be used nationwide and in different settings (households/community; schools and health care facilities, open spaces, other institutions etc.) and locations (urban, rural).
  • Develop comprehensive and inclusive (gender, age, disability etc.) hygiene promotion information, education and communication (IEC) materials to be used nationwide and in different settings (community; schools and health care facilities, shopping malls, restaurants) and locations (urban, rural).

Activities and Tasks

  • Review global, regional and national hand hygiene promotion documents, developed in similar contexts to Lesotho, which have considered recent health and climatic emergencies.
  • Review and integrate existing hygiene promotion materials adopted and employed by different government partners, local NGOs in Lesotho.
  • Engage in wide consultations and discussions with various key actors including line ministries (Ministry of Health, Ministry of Water etc.), UN agencies, key donors and NGOs (World Vision International, Lesotho Red Cross Society, Catholic Relief Services etc.), both at national and district level to gather information that could better be incorporated in the National Hygiene promotion manual and hygiene minimum standards.
  • Draft a national hygiene Promotion Manual and a Hygiene minimum standards document. The manual should have a clear synthesis of hygiene education and promotion approaches most feasible for Lesotho. It should focus on key WASH aspects including Menstrual Health and Hygiene.
  • Present the draft manual and hygiene standards in a formal consultation workshop with key stakeholders for feedback and inputs.
  • After incorporating the feedback and inputs in both documents, present the final Hygiene promotion manual and Minimum hygiene standards package in another formal consultation workshop with the key stakeholders for final validation.
  • Draft comprehensive and inclusive Information, Education and communication (IEC) hygiene materials for different contexts in consultation with key sector partners in consultation with the UNICEF WASH and SBC teams.
  • Assess and review the drafted IEC materials in the different contexts and work with key partners for inputs, finalizing and validation of the IEC materials.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s) in Environmental Health or a field relevant to international WASH related development assistance. *Additional training in Health Education or Communication for Development (Programme Communication), an asset.
  • A minimum of 5 years of relevant professional experience in the WASH Sector, in developing contexts, better in Southern Africa.
  • Previous experience in supporting countries in developing WASH related policies, strategies and implementation plans.
  • Familiarity with SDGs, the hand hygiene for all initiative and other related global trends and priorities, most up-to-date country experiences.
  • Strong analytical, writing and communication skills
  • High standard of written and verbal English language skills. Knowledge of Sesotho will be an advantage
  • Familiarity with the local social and cultural context is highly recommended
  • Ability to conduct online and physical consultative meetings

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
