Result of Service The consultant will design, organize, and create communication tools for the activities related to Environmental Governance and the CBC.

Responsibilities:

The programme needs to hire a consultant with communication and facilitation skills. Responsibilities includes, but are not limited to the following tasks: - Planning, coordination, and hosting of events for dissemination and discussion of environmental governance key themes in the region. - Organize media outlets by type of media (print, digital, audio, visual, or a combination of these) and by geographical coverage: all region, sub-regions (i.e. northern South America, Central America, English-speaking Caribbean, etc.). - Preparation of working documents for virtual meetings and/or webinars. - Assistance in preparatory work for the Second Forum of Environmental Human Rights Defenders. - Overall design of activities and facilitation for/during each event, considering the appropriate methodology and participants for facilitating the exchange of experiences. - Support with the elaboration of concept notes and relevant background and reference documentation, draft agendas, and programmes for every session. - Provide support with design (and distribution) of supporting graphic material to participants. - Provide support with the coordination of logistics, surveys, polls, etc. - Assist the Caribbean Biological Corridor (CBC) team in day-to-day Communications processes, in coordination with UNEP Communications Department. - Provide technical inputs to prepare communications materials such as press releases, to be published in line with the CBC communications strategy.

Outputs / Work Assignments:

Output Support UNEP in the organization of joint activities with OHCHR and UNDP for dissemination of the information note on Human Right to a Healthy environment.

Product No.1 Report of joint activity for dissemination of the information note in the region.

Output Support UNEP and the CBC Initiative in the review of communications products prepared for the CBC and advise on the best way to use them to share results.

Product No.2: Communications plan and strategy containing recommendations on key messages to help disseminate the existing communications products and the main project results to different stakeholders, including countries and donor, as well as how to position the CBC inside UNEP and mobilize funding for the initiative.

Output Support UNEP in the organization of the Second Regional Forum of Environmental Human Rights Defenders.

Product No.3: Report of two preparatory meetings of central American stakeholders containing recommendations for the second regional forum.

Product No.4: Final report containing drat agenda, briefing notes and graphic material to be presented at the Second Forum of Environmental Human Rights Defenders.

Work Location Home-based.

Expected duration Four months, 20 days.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

In this regard, UNEP supports the efforts of Governments to design and implement specific programmes and to formulate legal means to address environmental and sustainable development issues as well as to comply with relevant international environmental standards and obligations, including through legal technical assistance, training, and other legal capacity-building activities. Strategic direction in this respect comes from the Fifth Programme for the Development and Periodic Review of Environmental Law (Montevideo Programme V) adopted by the United Nations Environment Assembly under resolution 4/20 in March 2019, as an intergovernmental programme designed to promote the development and implementation of environmental rule of law, strengthen the related capacity in countries, and contribute to the environmental dimension of the 2030 Agenda.

Latin America and the Caribbean is the most dangerous region for environmental human rights defenders. Under the Escazú Agreement, states must ensure a safe and enabling environment for defenders and take action to prevent, investigate and bring to justice attacks against them. In this context and to support the fulfillment of the overall objective of the UNEP Sub-programme on Environmental Governance, UNEP Latin America and the Caribbean Office is recruiting a Consultant for Events Support and Communications, aiming to address the challenges and opportunities for the protection of the human right to a healthy environment, and analyze and reflect on the situation of environmental defenders in the region, through the organization of a regional forum to be held in September 2023.

The consultant will also assist the Caribbean Biological Corridor (CBC) team with the implementation of the communications strategy and support the review and delivery of materials that present the main results and lessons learned across the implementation of the project, as well as be responsible for outreach (statements, speeches and talking points, print and broadcast interviews, press conferences, and other news and social media relationships).

The consultant is expected to work home-based, and his/her work will be supervised by the Programme Management Officer of Environmental Governance Unit at the UNEP Latin America and the Caribbean Office.

Qualifications/special skills - Bachelor’s degree in social science or related fields is required. - A minimum of 3 years of experience in coordination/facilitation of face to face or online events is required. - Experience in the environment and sustainable development field in Latin American and the Caribbean Region is preferable. - Experience in environmental law field in Latin American and the Caribbean Region is preferable. - Experience working with United Nations Organizations in the planning and facilitation of events is an advantage. - Proven experience and solid understanding of knowledge management, information management and communications would be an asset.

Languages - Fluent in English is required. - Fluent in Spanish is required.
