Its mission is to ensure the effective implementation and monitoring of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 1980 Recommendation concerning the Status of the Artist. The Entity fosters international cooperation by providing assistance to governments around the world to design, monitor, and evaluate policies that promote the diversity of cultural expressions and the creative economy. It also coordinates and monitors the Convention’s statutory obligations, notably by providing support for the sound decision-making of the Convention’s governing bodies through knowledge sharing and data collection, analysis, and distribution. Under the overall authority of the Assistant Director-General for Culture, the general supervision of the Chief of the Diversity of Cultural Expressions Entity and the direct supervision of the Head of Programmes and Stakeholder Outreach Unit, the Individual Consultant will coordinate and facilitate activities on the participatory elaboration of quadrennial periodic reports (QPR) on the implementation of the 2005 Convention for the Protection and Promotion of the Diversity of Culture (2005 Convention), particularly targeting Small Islands Developing States (SIDS), pursuant to Decision 15.IGC 5 of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions which requested the Secretariat to “offer concrete support to SIDS in the elaboration of their quadrennial periodic reports” at its 15th session in February 2022. In this context, a capacity-building programme was designed by the 2005 Convention Secretariat, consisting of online information sessions and demand-driven technical assistance. - - Within this framework, the Individual Consultant shall: 1\. Develop awareness-raising materials on the 2005 Convention with voice-over comments in order to conduct information and awareness-raising sessions on the 2005 Convention and its monitoring mechanisms. ​​​​​​​2. Deliver information sessions in order to encourage relevant representatives from SIDS to engage with the 2005 Convention and to apply for technical assistance, liaising notably with relevant UNESCO Field Offices, National Commissions and Permanent Delegations. 3\. Open and manage a second call among the eligible SIDS (spring 2023): - Develop and disseminate the call; - Receive and evaluate technical assistance requests; - Inform officially selected SIDS ; - - 4\. Coordinate the delivery of technical assistance by national/international experts and UNESCO Field Offices to the SIDS countries that have been selected during the first Call (autumn 2022) and the second Call (spring 2023): - Develop training materials for capacity-building activities for national teams on quadrennial periodic reporting on the 2005 Convention, including a PowerPoint presentation with detailed information on the Monitoring Framework of the 2005 Convention; - Liaise with selected experts, develop Terms of Reference, follow-up and submission of deliverables; - Liaise with UNESCO Field Offices regularly to ensure a timely implementation of activities; - Provide technical support and backstopping, whenever necessary; - Provide comments on the draft QPRs elaborated by the selected SIDS countries; - Develop monitoring tools in order to monitor and evaluate the impact of the programme. - - 5\. Develop communication materials, including two webnews to communicate on the progress and findings from the programme to be published on the 2005 Convention and a project page to be featured on the 2005 Convention website. 6\. Write and/or contribute to briefings and statutory documents as requested. ​​​​​​​7. Ensure synergies with other programmes and establishing peer-to-peer learning mechanisms between concerned SIDS. ​​​​​​​​​​​​​​8.
