Overview

Conduct a study on barriers to women's participation and formulate recommendations.

You have:

  • At least a Master's degree (Bac+5) in Gender and Development, Economics and Statistics, Social Sciences, or any other related field.
  • Knowledge of the gender and women's empowerment context in Burundi.
  • Excellent communication, analytical and writing skills.
  • At least 10 years' proven experience in the planning, programming, review/analysis and/or evaluation of policies, strategies and development of programs in the field of gender and women's empowerment is required.
  • Experience working with women's movements is required.
  • Experience of working with both governmental and non-governmental organizations, including civil society is required.
  • Fluency in oral and written French is required.

Result of Service

The main activities are: - Carry out an in-depth analysis of the barriers to women's effective participation - Conduct focus groups discussions of women mediators on socio-cultural and political barriers to women's participation; - Elaborate advocacy notes and recommendations for the Government and partners including the UN system (at country and regional level) - Organize two consultation sessions on the study

The consultant will be responsible for producing:

  • A report outlining the contextual obstacles, including socio-psychological factors, and structural inequalities that prevent women from being fully represented in the decision-making sphere at social and political levels and in conflict resolution and peace processes. This report should present a participatory analysis of gender barriers, assessing their impact and limitations on women's representation and participation in decision-making processes (taking into account ongoing initiatives to promote 1325).
  • An advocacy brief for the government and national and international partners at local level on developing actions within the framework of the Resolution 1325 action plan to address and remove obstacles to women's socio-political representation.
  • A proposal for civil society peace initiatives at regional level

Duties and Responsibilities

The consultants' work will: (i) Improve understanding of the dynamics and contextual obstacles to women's socio-political representation in decision-making at local and national levels and; (ii) Formulate a series of recommendations for the commitment of the government and its partners to improving the representation of women in socio-political life, prevention and social cohesion in Burundi; (iii) Evaluate the extent to which operations financed by UNOCA and other players can help remove these obstacles.

Qualifications/special skills
