It envisions to bring about a new culture of learning through mainstreaming ICT-enabled innovations. It focuses on the following four areas for 2020: 1) policy advice for the Member States to facilitate the integration of ICT in their education system; 2) supporting teacher development for the ICT-pedagogy integration; 3) promoting digital citizenship, and 4) research and knowledge sharing on the current issues in ICT in education to better inform educational policy development. Long Description ---------------- The COVID-19 crisis has given rise to the increased use of ICT for provisioning education through blended, distance and online learning modalities. Digital technologies in education are now seen as a necessity and no longer a choice. At the same time, the pandemic has accentuated the digital divide, creating the need for strategic transformation of the education system to ensure digital and hybrid learning for all, including through integration/strengthening of ICTs in education policies, plans, and budgets, reskilling and upskilling of teachers, training of school management, identification and use of high-quality digital solutions and digital skills development of learners, especially for marginalized populations. Appropriate and timely support to governments in their digital transformation of education systems could accelerate the recovery process and building back better to achieve the Education 2030 agenda. This includes supporting governments in the short-term (in response to immediate needs emerging from the crisis) and in the long-term (accelerating the path towards the use of technologies to enable accessible, inclusive, and quality education). It also includes strategic partnerships with the private sector and providers to support governments in this area. **SCOPE OF THE ASSIGNMENT** --------------------------- Under the overall authority of the Director of UNESCO Asia-Pacific Regional Bureau for Education, the direct supervision of the Chief of Section Inclusive Quality Education (IQE), and the daily guidance of the Team Leader of Education Planning and Management (EPM), the Individual Specialist shall be responsible for supporting the implementation of the programme activities and projects on ICT in education policy and planning, providing technical support and advisory services to Member States on development and implementation of ICT in education policies, blended and digital learning, teacher ICT policies, digital skills, and related matters within the context of education policy, planning and transforming education. Specifically, the incumbent will perform the following duties: 1 Manage and coordinate the implementation of the “Enhancing National Capacity to Foster Digital Citizenship Education in Asia Pacific” project, including: the successful completion of ongoing capacity-building activities, research, project meetings and the preparation of all relevant and required final reporting to the Donor; 2\. Provide policy advice, technical assistance, planning and coordination on UNESCO’s work for strengthening ICT teacher-related policies and implementation for the following projects: a. ICT on teachers, policies and planning components of the CapED Lao PDR project; b. ICT component of the EU-UNESCO project in Tajikistan, strengthening competency-based and ICT-enabled STEM secondary education; ​​​​​​​ 3\. In follow-up to the UNCT joint workplan in Thailand, design and implement policy and capacity development related activities to contribute the objective of creating a more aligned and enabling policy context for digital transformation in education; 4\. Organize, coordinate and facilitate national workshops, manage and monitor project budgets, resource allocation, prepare project monitoring reports, maintain continuous communication with partners, UNESCO offices, national stakeholders, and donor relations, develop project communication materials, briefs, and manage project external evaluations, etc. related to policy, planning and management of digital transformation in new education agenda; 5\. Conceptualize and undertake preparatory work for regional and sub-regional meetings and conferences on digital transformation especially in policy, planning and capacity development within the framework of SDG4-Education 2030 implementation, including the Central Asia Symposium on ICT in Education 2022. 6\. Develop partnerships for resource mobilization on projects aiming to promote relevant strategies, policies and programmes for digital transformation in the new transformative education agenda. 1. 7\. Identify and facilitate partnerships including through the Global Education Coalition to support the strengthening of digital and blended learning in Member States in the region especially for upstream policy work. This includes mapping and analyzing the business/ strategic planning model and offer of the different partners within the framework of the partnership and matching it with the needs of the region/countries; 8\. Maintain and update various digital transformation related websites under IQE session, with a focus on content and usability. 9\. Coordinate and provide inputs to knowledge creation activities including reports, policy guides, publications, and presentations; ​​​​​​​10. Manage the tasks and performance of external consultants, project/programme assistants, interns or volunteers and provide guidance and support; 11\. Undertake any other task involving inputs related to ICT in education policies, strategies and planning as directed by the Chief of Section of IQE. In line with UNESCO’s overall gender mainstreaming strategy, the contractor is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. **DELIVERABLES AND TIMEFRAME** ------------------------------ ***Deliverables*** Each month, a monthly activity completion report will be required along with relevant necessary programme documents. A bachelor’s degree plus two (2) years of relevant work experience in the field could be accepted in lieu of advanced university degree. **Work experience** - Minimum 5 years of relevant professional experiences in the field of education technology/ICT in education, distance education, resource mobilization and partnership development and other relevant areas of which at least one year at the regional/international level. - Proven experiences in providing technical support in areas of ICT in education policy, teacher ICT development, digital citizenship, and digital learning. - Demonstrated experiences in project management, implementation and monitoring. - Experiences in managing and coordinating research, particularly multi-country, comparative research projects. - Developing content for workshops and facilitating training for education officials and stakeholders. **-** ----- **Skills and Competencies:** - Proven conceptual and analytical skills. - Demonstrated ability to provide advice and technical support on education policy, strategic planning and monitoring and evaluation. - Demonstrated skills in stakeholder engagement and partnerships. - Comfortable with working in a multicultural workplace, solid team skills. - Excellent coordination and interpersonal skills. - Proven capacity to build and maintain effective partnerships inside and outside the organization. **Language** - Fluency in English.
