Result of Service The Consultant will undertake a technical feasibility study on the usability, systems architecture and technology of the databases that exist in the Secretariat. The expected deliverables include:

1. Proposal for an integrated and efficient knowledge management system, as a tool to organize, integrate and analyze the information available in the Secretariat to enable a more efficient project analysis, decision making, and communication, including internal information and knowledge management processes for facilitating planning, review and monitoring. 2. Proposal for an updated Secretariat website that will include knowledge management tools as indicated in point 1 above and presents a new visual look with enhanced functionalities to provide better experience to users.

The proposals will be presented in stages and will include costs and timelines for their implementation.

The results of this feasibility study will enable the Secretariat to present a proposal to the Executive Committee for consideration.

The Consultant shall use current market standards for designing tools, programming languages, operational and security structures in the architecture of the new website. The Consultant shall also suggest the use of specific tools and software used in the phase of implementation.

Expected duration The Consultant will have 2 months to complete the work. The feasibility study should be completed by 30 September 2022.

Duties and Responsibilities Background

Since its establishment in 1992, the Secretariat of the Multilateral Fund for the Montreal Protocol on Substances that Deplete the Ozone Layer has collected various sets of data in different platforms and formats. These data sets had been and continue to be used in the review of projects submitted for approval by the Executive Committee, and in the monitoring of implementation and financial progress after their approval. In addition, these data sets provide information on how the Multilateral Fund (MLF) has been effectively managed and used through the years, and how it assisted countries to meet their compliance targets under the Montreal Protocol.

As part of the work programme of the Secretariat to enable better use and provide easier access to this vast data resource, and in order to facilitate an improved project review and monitoring process, and reporting of country programme (CP) data, there is a need to update the current data management system in the Secretariat to facilitate the development of a knowledge management system that will efficiently integrate and organize the current data available.

Duties and Responsibilities

Under the direct supervision of the Chief Officer, MLF and the coordination of the Chief of Unit, Information Systems, the Consultant will conduct a feasibility study and diagnostics of the different sets of data in the Secretariat in order to provide inputs for the development of a knowledge management system that will enable more efficient organization and use of information for project review, and dissemination of information for the Executive Committee and the public through an updated website.

The scope of work will be the following:

  • Collect, review and analyze the current data sets available in the Secretariat to fully ensure that all information is accounted for and recorded;
  • Ensure that data in the form of queries can be easily accessible to all Secretariat staff, implementing and bilateral agencies, and members of the Executive Committee (see Annex I on the website http://multilateralfund.org/default.aspx for a comprehensive list of databases);
  • Ensure that data and data flows assist in the project cycle and in the project review and explore the possibilities of an online submission template to facilitate electronic recording of data and information, and exchange of information with the Secretariat and implementing and bilateral agencies;
  • Support a knowledge management system that will efficiently organize and integrate data, maintain data security and analyze the data and information available in the Secretariat to capture lessons learned that would be useful in transforming current workflows for better efficiency and reporting;
  • Review and analyze the present online reporting system for CP data and propose an updated and more use-friendly system that would integrate the new CP data reporting forms once revised;
  • Describe a system for easy updates, access, and improved search functions to the policies, guidelines and procedures of the Multilateral Fund in the form of a handbook;
  • Provide a proposal for how the website can be modernized to improve communication, web access, navigation, and enhance the overall user experience for its various stakeholders and audiences.

    Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in computer science, data management, or related areas. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: - A minimum of five years of professional experience in data management, data architecture and analysis is required. - Experience in developing data flows and data management systems is required. - Experience in developing technical documentation on data architecture and infrastructure is required.

Language: English and French are the working languages of the United Nations Secretariat. For this contract, fluency in written and oral English is required including excellent analytical and drafting skills. Working knowledge of at least one other UN official languages is desirable.
