ORGANIZATIONAL CONTEXT

These roles are found in Country Offices (COs), mostly on temporary basis and in support to the Country Office operations. Job holders report to a senior Officer. Job holders at this grade level demonstrate good understanding of the strategic approaches Collaborates with partners by sharing information and working together to deliver common goals.

JOB PURPOSE

Guatemala Country Office (CO) is currently implementing its Country Strategic Plan (CSP) 2021-2025. WFP CSP provide a coherent programmatic planning framework at the country-level. Guided by WFP’s Strategic Plan (2022-2025), the CSP framework leverages WFP’s strengths and capacities, aiming to i) support countries in responding to emergencies and making progress towards zero hunger; ii) operationalize the WFP Strategic Plan at the country level; and iii) enhance strategic coherence, focus, operational effectiveness and partnerships. CSPs are formulated within the broader context of the country’s efforts to achieve zero hunger by 2030, in line with SDG 2 and support national and global actors to achieve the SDGs (SDG 17 – Partnerships for the Goals). CSPs last for up to 5 years and it is mandatory that every CSP undergo a Mid-term Review exercise. The Mid-term Review is a WFP Country Office-driven participatory exercise to assess the performance of a Country Strategic Plan (CSP). It has an objective of mainly internal learning for the areas of implementation and results and is intended to inform operational decision-making and adjustments to on-going programmes. The main outputs are a report and recommendations oriented to facilitate the achievement of expected results. Since 2021, WFP Guatemala CO has been implementing the CSP (2021 -2025) with five strategic outcomes. The CSP was intended to be implemented under a four-year Country Strategic Plan (2021 -2024), but the current budget revision (BR) is intending to increase the length to align its duration to (2021 -2025). To support these efforts, WFP Guatemala is recruiting a consultant, with experience in leading Country Strategic Plan Mid-term Reviews, be based fully in-country, or mixed remote and in-country for the duration of the contract.

STANDARD MINIMUM QUALIFICATIONS

Experience: Minimum 6-10 years of experience in humanitarian/development field.

Education: Advanced University degree in Social Sciences, Economics, Development Economics or Performance Management or other relevant field to international development assistance, or first university degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in oral and written Spanish language is required. Proficiency of English is desirable.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Manage the Mid-term Review process during planning, implementation and reporting phases while working in close collaboration with internal WFP staff and external partners; 2. Provide periodic and constructive technical feedback to the monitoring team and to adjust the Mid-term Review TORs and review questions; 3. Design Mid-term Review implementation plan in consultation with review manager and WFP staff, including coordination with programme and monitoring teams to prepare field site visits; 4. Consult regularly and provide periodic and constructive technical feedback to the Mid-term Review reference group; 5. Assess data/information quality, accuracy and consistency to build credible evidence, including assessing programmatic progress made on output and outcome level basket indicators, and identify strengths and weaknesses; 6. Gather information and conduct qualitative/quantitative data analysis (desk review, Key Informant Interviews, Focus Group Discussions);

7. Review and analysis of the changes in context, risks and mitigation policies; 8. Facilitate workshop with key stakeholders (organizing workshop activities, developing questions, mapping findings and discussions), as required; 9. Hold debriefing meeting with management and key stakeholders at the end of the mission with final findings and recommendations; 10. Produce, review and finalize a Mid-term Review Report with key findings and recommendations based on evidence and analysis.

OTHER SPECIFIC JOB REQUIREMENTS

  • Ability to conduct independent research and analysis, identify issues, analyse options and recommend solutions.
  • Knowledge of monitoring and performance management concepts and principle.
  • Strong skills in qualitative and quantitative methodology and analysis.
  • Ability to engage diverse internal and external stakeholders proactively.
  • Ability to establish priorities and to plan, coordinate and monitor workplan in relation to other stakeholders and actors during the review.
  • Familiarity with humanitarian/development planning, implementation systems and institutional roles.
  • Demonstrated advanced skills in analysis, influencing and management of stakeholder relationships.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • 6-10 years’ experience in humanitarian/development field.
  • Previous experience working with WFP/other UN agencies/implementing partners, conducting reviews, evaluations or monitoring exercises is preferred; Previous experience working with government is an asset.
  • Proven ability in project management, managing processes and developing plans.
  • Good understanding of the country/regional context.
  • Strong reporting and writing abilities.
  • Ability to work systematically, accurately and under pressure
