Result of Service 2. Purpose of the assignment: - To deliver two trainings on corruption risk assessments in Viet Nam. Trainings will be delivered either online or in person if travel is allowed. The trainings are expected to be developed in application of the UNODC corruption risk assessment methodology and include interactive exercises. The topic of electronic data analysis will also have to be included. 3. Specific outputs to be performed by the consultant: - Develop training material for trainings, including: methodology (based on the UNODC risk assessment methodology) material for the trainings including slides, interactive exercises to be conducted during the trainings, evaluation. - Deliver two trainings on addressing corruption risks in procurement in Viet Nam. - On the bases of the research and training conducted develop reports for each country including a preliminary risk mapping and recommendation for the units involved in the trainings to develop their strategic approach to addressing the risks, particular attention to be paid to the possibility of developing electronic data analysis capacity.

Duties and Responsibilities 1. Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice. UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. The backbone for UNODC anti-corruption work is the normative framework provided by UNCAC. As part of a Regional Platform to Fast-track the Implementation of the UNCAC in Southeast Asia UNODC is providing a broad range of support to anti-corruption authorities and other partners involved in the fight against corruption. Public procurement is repeatedly reported as the largest single area of corruption in countries in the region. UNODC is developing a regional initiative to provide support to national institutions in the region to identify the key current corruption risks in the public procurement systems and develop strategies to mitigate these risks. The purpose of this assignment is to deliver two trainings to enhance the capacity of anti-corruption agencies, procurement offices as well as public services to identify and address corruption risks in procurements and contracting. The trainings will be based on through review of the legal and regulatory frameworks in Viet Nam as well as on the open data ecosystem. An important part of the assignment is to identify gaps in policies and practices of the involved units when it comes to applying innovative techniques (such as application of artificial intelligence for Page 2 of 3 data analysis) for the identification of fraud and corruption in procurements and contracting.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in Law, public administration or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: Minimum of 7 years of professional experience in public procurement, audit, other oversight, or compliance functions related to procurements is required; - Professional experience in developing approaches for electronic data analysis in the context of public procurements is required; - Knowledge and experience in open data policies and regulations and/or Open Contracting Data Standards and/or artificial intelligence application to identification of fraud and corruption, would be desirable; - Certificate of auditor would be desirable; Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
